Authorization to Purchase an E-One brand 95 Ft. aerial platform truck from Fire Service Inc. of Saint John, In. for the amount not to exceed, $987,855.00 for the Aurora Fire Department through the services of the Houston-Galveston Area Council.
PURPOSE:
To purchase an E-One brand 95 Ft. Aerial platform truck which will allow T-11 (1998) to become a reserve aerial platform and remove current reserve T-21(1996) from service.
BACKGROUND:
Equipment Services has recommended that front line Fire Department aerial platform trucks get moved to reserve status when they are 17 years old. This practice allows former front line vehicles to be used as reserve vehicles that are reliable enough to be of service when the front line vehicles are in the shop for maintenance and repairs. The existing aerial platform (T-11) will replace a reserve aerial platform truck that will twenty-one (21) years old in 2017.
Equipment Services has recommended that AFD trade in surplus fire apparatus when replacement apparatus are purchased. Fire Service Inc. has agreed to accept reserve aerial platform T-21 as trade in vehicle and will provide a credit to COA of $10,000. This will reduce the net purchase price to $977,855.00 for the new apparatus.
DISCUSSION:
Fire Service Inc., the dealer for the E-One brand fire apparatus utilized by the Aurora Fire Department, is listed on the authorized provider list in the Houston-Galveston Area Council as having the lowest responsive bid for a 95 Ft. E-One brand aerial platform truck. The City of Aurora is a member of the Houston-Galveston Area Council and is able to meet all bidding requirements through this membership. Funds from account number 353-3033-422.75-10. would be utilized for this purchase The proposed contract from Fire Service Inc. does allow for a discount of $34,821.00 for pre-payment which could reduce the net purchase price to $ 943,034.00.
IMPACT STATEMENT:
Replacing a 21 year old aerial platform truck should reduce maintenance costs and improve fleet reliability.
RECOMMENDATIONS:
That the Finance Committee authorize the Aurora Fire Department to purchase an E-One brand 95 Ft. aerial platform truck from Fire Service Inc. of Saint John, In. for the amount not to exceed, $987,855.000 utilizing the Houston-Galveston Area Council, and approve the trade in of surplus reserve aerial platform T-21 for a credit of $10,000 for a net project cost of $977,855.000.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Fire Department desires to replace a 21 year old 95 Ft aerial platform truck; and
WHEREAS, The City of Aurora is a member of the Houston-Galveston Area Council purchasing cooperative that lists the 95 Ft E-One aerial platform truck as meeting the requirements for purchase by the Aurora Fire Department from, Fire Services, Inc., St. John, Indiana; and
WHEREAS, Fire Services, Inc. and E-One have acknowledge the ability to produce the necessary fire apparatus for the Aurora Fire Department and have agreed to accept AFD surplus aerial platform T-21 as trade in equipment for a credit of $10,000.00, reducing the net cost to $977,855.00 for this purchase The proposed purchase agreement allows for a "pre-payment" discount of $34,821.00 that if utilized would reduce the net purchase price to $943,034.00; and.
WHEREAS, the 2017 City Budget shall provide adequate funding for this item in account 353-3033-422.75-10.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois does hereby authorize the purchase of One (1) E-One 95 Ft aerial platform truck from Fire Services, Inc., St. John, Indiana, through the Houston-Galveston Area Council, in the amount not to exceed, $987,855.000 for the Aurora Fire Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
