A Resolution to allow the Director of Procurement to execute a contract with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of four hundred forty-two thousand, five hundred forty-nine dollars and zero cents ($442,549.00) for the Citywide Sanitary Sewer Spot Repairs - Contract B project. The repair locations are spread throughout the City of Aurora.
PURPOSE:
To execute a contract with Swallow Construction Corporation to complete 29 repairs to the sanitary sewer system.
BACKGROUND:
The public works division routinely performs inspection of the City's sanitary and combined sewer systems in areas where there are suspected performance issues and ahead of the City's annual street resurfacing program. This typically involves visual inspection of manholes and televising of the sewer mains. At this time, there is a backlog of spot repairs to be completed from several years of inspection efforts. This contract, along with contract A previously awarded, will address the majority of the repairs discovered that require open excavation and replacement of the faulty section of sewer main.
DISCUSSION:
This project will benefit the residents immediately tributary to and upstream of the sewer to be repaired. The project is budgeted for in 2017 within account 510-4063-511-73-14 (IB018). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit A. Five conforming bids were received, publicly opened and read aloud on June 14, 2017. The low bidder, Swallow Construction Corporation, has successfully completed similar projects for the City in the past. The bid tabulation and Swallow Construction Corporation's bid are attached as exhibits B and C.
IMPACT STATEMENT:
There may be temporary road closures during the repair of each location. No single repair should take more than a day to complete. Several repairs may require the removal and replacement of concrete curb and gutter or driveway aprons which may limit a resident's access to their driveway during the completion of the repair and curing of the concrete. No long term impacts are anticipated for residents. There will be no loss of sanitary sewer service during the construction of the repairs.
RECOMMENDATIONS:
I recommend acceptance of the resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, 29 repairs have been identified during the City of Aurora s inspection of the sanitary and combined sewer systems; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, five conforming bids were received and read aloud on June 14, 2017 with Swallow Construction Corporation submitting the lowest responsible bid in the amount of $442,549.00; and
WHEREAS, the 2017 budget includes this project in account number 510-4063-511-73-14 (IB018).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with Swallow Construction Corporation in the amount of four hundred forty-two thousand, five hundred forty-nine dollars and zero cents ($442,549.00) for the Citywide Sanitary Sewer Spot Repair - Contract B project is hereby approved.
