SUBJECT:

Requesting approval of a Resolution for an agreement between the East Aurora School District 131 and the City of Aurora, through the Aurora Police Department, for the school year 2019-2020, concerning the Police School Resource Officer Program and Crossing Guard Program at District 131.

 

PURPOSE:

This agreement updates and outlines the Aurora Police Department's Police School Resource Officer Program for the entire East Aurora School District, District 131, for the school year 2019-2020.

 

BACKGROUND:

Last year, the City and District 131 updated a decades old agreement for school resource officers.  As part of that agreement, District 131 agreed to assume the crossing guard responsibilities completely over the next few years.  Additionally, a need was found over this past year, that the high school needed one additional full-time officer for the school year.

 

DISCUSSION:

This agreement remains primarily the same as last year's agreement.  Language has been cleared up in the crossing guard portion to specify percentages of crossing guards hours that District 131 will assume each year.  Additionally, the agreement outlines how many officers are at each school and adds an additional officer at the high school.  As part of the agreement, the one additional officer at the high school will be paid at 100% vs. 50% for the other officer at the high school due to the need for an additional officer.

 

IMPACT STATEMENT:

The agreement will continue to provide an outline regarding the role of the School Resource Officer in the school district. The additional officer at the high school will provide additional resources to District 131.

 

RECOMMENDATIONS:

The Aurora Police Department requests that the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Police School Resource Officer Program ("SRO Program") and Crossing Guard program will provide enhanced communication between East Aurora School District 131 and the Aurora Police Department;

 

WHEREAS, the SRO program will continue to develop respect and trust for law enforcement and responsibility among the youth enrolled in East Aurora School District 131;

 

WHEREAS, this agreement establishes a time frame of the transition of the crossing guards as City employees to the responsibility of East Aurora School District 131 as well as adds an additional officer at the high school with East Aurora District 131 covering 100% for the one additional officer, and

 

WHEREAS, Article VII, Section 10 of the Illinois Constitution of 1970 authorizes intergovernmental cooperation such as is contemplated by the Agreement, and Illinois statutes provide that public agencies may share powers through intergovernmental agreements (5 ILCS 220/1 et. Seq.); the City is a unit of local government (Ill. Const., Art. VII, Sec. 1) and a public agency (5 ILCS 220/1)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the attached agreement between the City of Aurora, through the Aurora Police Department, and East Aurora School District 131 concerning Police School Resource Officer Program and Crossing Guard Program at East Aurora School District 131 (a copy of said Agreement is attached hereto as Exhibit A and made a part hereof) and is fully adopted as set forth in the attached document.  Additionally, the Clerk is to maintain a copy of this Agreement once signed by the Mayor.
