Contract with Advent Systems, Inc. to convert City Hall video security cameras to the Genetec standardized system in the amount of $36,290.00 for the MIS Division.
PURPOSE:
Enhance security systems at City Hall by converting current video camera systems to the Genetech system, which has become the City standard. The project will also include relocation and replacement of two cameras for specialized use, and further enhance performance by installing additional internal and external cameras.
BACKGROUND:
Over the past year the IT Department has been working towards moving all City security camera systems to a single standardized system. As the Engineering Division has been utilizing Genetec for traffic signal video and Genetec is a well-known quality system, this has become the standard. Genetec has named Advent Systems as the City's preferred vendor and offers an additional 10% discount through Advent.
DISCUSSION:
With the exception of two specialized video cameras all current analog cameras will be reutilized. The analog signals will be converted to digital and stored on a digital video server. Past experience has shown that converting analog video to digital greatly enhances picture quality.
The two specialized areas are for cameras pointing at easterly facing windows and depending on the time of day can have extremely faded video. These cameras will be replaced with light sensitive units and repositioned to avoid direct sunlight.
There will also be four additional interior and two additional exterior cameras installed, as well as two cameras replaced outside of the elevator.
The Finance Department has been contacted to ensure Advent Systems does not have outstanding debt with the city.
Funds are available in account 101-1230-419.64-11.
This is a sole source. Per resolution R15-283 dated October 13, 2015 Advent Systems, Inc. is the City's standard Genetec, Inc. camera system support and installation vendor.
IMPACT STATEMENT:
Overall impact is positive. Video documentation of inappropriate activity at the site will be greatly enhanced.
RECOMMENDATIONS:
I recommend the aforementioned purchase be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora City Hall building is in need of additional security cameras and repairs on the existing camera system, and
WHEREAS, the MIS Division has recommended non-water facility locations standardize on the Genetec system, and
WHEREAS, Genetec has named Advent Systems, Inc. as the City of Aurora's discounted source of support and installation, and
WHEREAS, funds are available in the 2016 budget account 101-1230-419.64-11; and
WHEREAS, through resolution R15-283 dated October 13, 2015 the City of Aurora city council has named Advent Systems, Inc. as the MIS Division's standard source for Genetec system support and installation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approval of an agreement with Advent Systems, Inc. to convert City Hall video security cameras to the Genetec system in the amount of $36,290.00 for the MIS Division, and the Director of Purchasing is hereby authorized to execute all associated purchasing documents.
