SUBJECT:
A Resolution appointing Meloyne Wimbley to the Aurora Housing Authority Board.
PURPOSE:
The purpose of this memo is to recommend the appointment of Meloyne Wimbley to the Aurora Housing Authority Board.
DISCUSSION:
The Aurora Housing Authority Board is seven (7) member board tasked with providing oversight to the Aurora Housing Authority. Commissioners are recommended by the Mayor and approved by the Aurora City Council. Article Two, Section IX of the Aurora Housing Authority's by-laws provide for a Tenant Commissioner and states "As recommended by the U.S. Department of Housing and Urban Development, the Presiding Officer of the City of Aurora may appoint one Authority tenant as a Commissioner." The term of the previous Tenant Commissioner expired at the end of September and Ms. Wimbley's appointment would ensure uninterrupted tenant representation on the Authority's Board.
RECOMMENDATION:
It is recommended that the City Council approve the appointment of Meloyne Wimbley to the Aurora Housing Authority Board.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, a vacancy currently exists on the Aurora Housing Authority Board; and
WHEREAS, it is the Mayor's desire that the recommended candidate be appointed to said board.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, hereby approve the appointment of Meloyne Wimbley, Aurora, IL to the Aurora Housing Authority Board.
BE IT FURTHER RESOLVED that the term of Meloyne Wimbley shall expire September 30, 2018, however, in any event, she shall continue to serve until her respective replacement has been approved by the Council.
