A Resolution Approving a Revision to the Final Plan on Lot 6 for Unit 2 of White Eagle Commons Subdivision located at 1309 Macom Drive (Vantage Point Engineering - L15-00552 / NA33/4-14.327-Fpn/R - TV - WARD 8)
PURPOSE:
The Petitioner, Vantage Point Engineering, on behalf of Pramukh Care, LLC, is requesting approval of a Final Plan Revision of Lot 6 of White Eagle Commons Subdivision Unit 2 located at 1309 Macom Drive for a 7,584 square foot medical office building.
BACKGROUND:
The Subject Property is located at 1309 Macom Drive and is vacant with PDD Planned Development District zoning, which is part of the White Eagle Club Special Use Planned Development. The property is generally located on the southwest corner of Montgomery Road and Route 59 and is Lot 6 of the White Eagle Commons Subdivision, Unit 2. This is the last lot to be constructed within this commercial and office area. In 2007, the City approved a Final Plan on this property, however, the project was never constructed.
The details of the Final Plan Revision proposal include the construction of a 7,584 square foot medical office building with a total of 30 angled parking spaces which meets the City's parking requirement. There are two access points located off of Macom Drive which creates a loop within the parking lot with the entrance being closest to the building and exit being adjacent to the east property line. A sidewalk is being constructed along Macom Drive which will connect to the existing sidewalks. The elevation of the building consists of brick which is in keeping with the architecture of the overall Subdivision. The Petitioner is proposing a 7' monument sign along Macom Drive. Landscaping is being implemented throughout the site which is in accordance with the City’s landscaping requirements. Stormwater management has already been implemented as part of the overall Subdivision.
DISCUSSION:
Staff has reviewed the Final Plan Revision petition, submitted by the petitioner and have sent comments back to them on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items mentioned in the Staff Recommendation listed below.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
11.0 To guide the growth of the City in an orderly and structured manner.
11.1(5) To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.
11.1(3) To encourage new development contiguous to existing development.
RECOMMENDATIONS:
The Planning Commission recommends CONDITIONAL APPROVAL of the Resolution Approving a Revision to the Final Plan on Lot 6 for Unit 2 of White Eagle Commons Subdivision located at 1309 Macom Drive with the following conditions:
1. That the digital portion of the monument sign shall constitutes no more than 30% of the area of the sign face.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated June 17, 2015, Vantage Point Engineering filed with the City of Aurora a petition Requesting approval of a Final Plan Revision of Lot 6 of White Eagle Commons Subdivision Unit 2 located at 1309 Macom Drive for a medical office building and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-4”; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on August 19, 2015, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, on August 27, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan Revision with the following conditions:
1. That the digital portion of the monument sign shall constitutes no more than 30% of the area of the sign face.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan Revision and related required documents as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscaping Plan, Exhibit “A-3” Building and Signage Elevations, Exhibit “A-4” Fire Access Plan along with any dedications deemed necessary by the Aurora City Engineer.
