Route 59 Transit Center Main Staircase Replacement
PURPOSE:
To obtain authorization to replace the main staircase at the Route 59 Transit Center.
BACKGROUND:
The Route 59 Transit Center, located at 1090 Route 59 Aurora, IL 60504, is one of two transit centers located in Aurora. In order to reach the rail platform, commuters must utilize ramps or one of three staircases. The center staircase, which is the most direct route to the main station building and rail loading platform, has deteriorated and is in need of replacement. Temporary patches have been applied but the staircase should be replaced before it becomes completely unusable. The City contacted F.H. Paschen, S.N. Nielsen & Associates, LLC to examine the site and provide a price quote for the required work.
DISCUSSION:
The project would be completed through the Naperville Cooperative Job Order Contract (JOC), which has been used successfully to complete various renovations and repairs throughout the city. It is proposed that Carmichael Construction, Inc., located at 1080 East Grant Highway Marengo, IL 60152 demolish and install a new staircase and that new railings be installed by Fence Masters Inc., located at 20400 S. Cottage Grove Ave., Chicago Heights, IL 60411, through F.H. Paschen, S.N. Nielsen & Associates, LLC for $142,284.17 and a City of Aurora contingency 10% contingency of $14,228.42 for a total of $156,512.59.
Included in the proposal is the application of a traction epoxy coating to all three staircases. This coating will protect the surfaces from the elements and deicing chemicals and also provide a safer surface to walk on.
A 2019 decision package was approved for this project using the following:
$145,000.00 is budgeted in account 530-4434-437.38-05 (2019 total account has $279,080)
$12,000.00 is budgeted in account 530-4434-437.32-20 (2019 total account has $12,000)
If the contingency is needed, a budget transfer will be made from the 530-4434-437.32-20 to the 530-4434-437.38-05.
F.H. Paschen, S.N. Nielsen & Associates, LLC has no outstanding debt with the City.
Local preference would not apply since we are using a cooperative program.
The proposal summary, work scope, and images of the site are attached.
IMPACT STATEMENT:
During construction, the rail platform and main building access will be limited which will require alternative routes by commuters. Notifications of access changes will be posted in advance.
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the replacement of the main stair case at the Route 59 Transit Center through F.H. Paschen, S.N. Nielsen & Associates, LLC for a quoted cost of $142,284.17 with a 10% contingency of $14,228.42.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Route 59 Transit Center, located at 1090 Route 59, Aurora, IL 60504 is one of two transit centers in Aurora; and
WHEREAS, the center staircase at the Route 59 Transit Center is deteriorating and in need of replacement; and
WHEREAS, the City contacted F.H. Paschen, S.N. Nielsen & Associates, LLC from the Naperville Cooperative Job Order Contract (JOC) to inspect the site and provide a replacement quote, and
WHEREAS, the staircase demolition and installation will be performed by Carmichael Construction, Inc., located at 1080 East Grant Highway Marengo, IL 60152 and new railings will be installed by Fence Masters Inc., located at 20400 S. Cottage Grove Ave., Chicago Heights, IL 60411, through F.H. Paschen, S.N. Nielsen & Associates, LLC for a quoted cost of $142,284.17, and
WHEREAS, a 2019 approved decision package budgeted $145,000.00 in account: 530-4434-437-38.05 and $12,000.00 in account: 530-4434-437.32-20 for this project.)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the City Council adopts a resolution to authorize the replacement of the main staircase at the Route 59 Transit Center by Carmichael Construction, Inc. and the replacement of the staircase railings by Fence Masters Inc. through F.H. Paschen, S.N. Nielsen & Associates, LLC in the amount of $142,284.17 plus a 10% contingency of $14,228.42.
