A resolution authorizing the Director of Purchasing and City Clerk to enter into an agreement with Engineering Enterprises, Inc., 52 Wheeler Road, Sugar Grove, IL 60554 to provide construction engineering services for the Lincoln Avenue Emergency Sanitary Sewer Repairs Project.
PURPOSE:
To enter into an agreement with Engineering Enterprises, Inc. for the above referenced project.
BACKGROUND:
The Lincoln Avenue sanitary sewer requires emergency repairs due to failures of the pipe system. Engineering Enterprises, Inc. involvement in the process is necessary to assist the City in ensuring the workmanship meets the plans and specifications standards, so that the full design life of the sanitary sewer is achieved.
DISCUSSION:
On October 28, 2014, the City awarded a contract (R14-285) to Glenbrook Excavating & Concrete, Inc. for the emergency repairs to the Lincoln Avenue sanitary sewers. Engineering Enterprises, Inc. has been selected to provide construction engineering services and will ensure the work is completed in compliance with the construction plans and specifications. Engineering Enterprises, Inc. has proposed to provide full time construction engineering services in an amount not to exceed forty seven thousand, seven hundred thirteen dollars and zero cents ($47, 713.00). The 2014 budget provides funding for his work in B018 account #510-4063-511.73-14 (Sanitary Sewer Evaluation and Rehabilitation Fund).
IMPACT STATEMENT:
This project will repair failing sanitary sewer systems that are experiencing flow restrictions that could lead to basement backups.
RECOMMENDATIONS:
We respectfully request review and approval of Engineering Enterprises, Inc. contract by the BGI Committee.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to provide on-site construction engineering services for the repair of the sanitary sewer system; and
WHEREAS, this is a need for a Construction Engineering Agreement with Engineering Enterprises, Inc. to provide On-Site Engineering Services for the project in an amount not to exceed forty seven thousand, seven hundred thirteen dollars and zero cents ($47,713.00), a copy of the agreement is attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, the 2014 City budget has funding for the project in B018 account #510-4063-511.73-14(Sanitary Sewer Evaluation and Rehabilitation Fund).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing and City Clerk be and are hereby authorized to enter into an agreement with Engineering Enterprises, Inc. of 52 Wheeler Road, Sugar Grove, IL. 60554 for Construction Engineering Services on the 2014 Storm Sewer Extension Project as per the attached proposal contained herein Exhibit "A"
