A resolution to award the Lebanon St., T St., and Smith St. Water Main Replacement project located in Wards 4 and 7 to Stokes Excavating, Inc., 903 Daisyfield Rd, Rockford, Illinois 61102 in the bid amount of nine hundred thirty-nine thousand five hundred twenty-seven dollars and zero cents ($939,527.00).
PURPOSE:
To replace the existing 4" and 6" water main along the three locations and improve the flow for hydrants and improve water quality in the area. The water main in these areas have a long history of breaks).
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. Lead water services will be fully replaced up to the water meters. Closures of entrances to the businesses and residences will be kept to a minimum during construction
DISCUSSION:
Seven base bids and one alternate bid were received, opened, and read aloud on May 11, 2022. The base bid and alternate bid tabulations can be seen in the attached Exhibit C. The base bid is open cut construction while the alternate bid offered the option for directional drilling. One alternate bid was received for the total of $1,080,522.63. The lowest responsible base bid in the amount of ($939,527.00) was submitted by Stokes Excavating, Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2022 budget amount of $12,151,800.00. Also included as Exhibits B & D are the advertisement for bid and Stokes Excavating, Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures of Lebanon St., T St., and Smith St. during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Stokes Excavating, Inc. in the amount of nine hundred thirty-nine thousand five hundred twenty-seven dollars and zero cents ($939,527.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along Lebanon St., T St., and Smith St. which have a recent history of breaks; and
WHEREAS, Stokes Excavating, Inc., submitted the lowest responsible bid out of 7 base bids received, opened and read aloud on May 11, 2022; and
WHEREAS, the water main improvements ($939,527.00) have been funded in the 2022 budget within account 510-4058-511.73-02 (IC076) ($12,151,800.00, IC076)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Stokes Excavating, Inc., 903 Daisyfield Rd, Rockford, Illinois 61102 in the amount of nine hundred thirty-nine thousand five hundred twenty-seven dollars and zero cents ($939,527.00).
