Access Control for City Hall Stairwells
PURPOSE:
To obtain City Council approval to extend proximity card access controls to City Hall stairwells.
BACKGROUND:
Many City of Aurora buildings entrances, including City Hall, are safeguarded by an electronic proximity card access system which restricts entry to authorized personnel. City Hall is equipped with an elevator and two stairwells which provide access to upper floors. While the elevator is equipped with the card access system, the stairwell entrances are not, allowing unrestricted movement between floors. In order to prevent unauthorized access to the upper floors of City Hall, it is essential to secure the stairwell doors.
DISCUSSION:
e.Norman Security Systems, Inc. of Naperville, IL has performed much of the installation of the City's proximity card access system and was contacted to provide a solution to extend the card access coverage to all City Hall stairwell doors. Their proposal (attached) includes all necessary components, installation, and complete integration into the existing system for $65,515.49.
In the event there are additional expenses that may arise due to unforeseen circumstances, I am asking that a five percent (5%) contingency of $3,275.77 be added to the project.
Monies for this project are available in account 600-0000-410.40-78.
e.Norman Security Systems, Inc. is not indebted to the City.
IMPACT STATEMENT:
Securing the City Hall stairwell entrances with proximity card access components will enhance building security by restricting access to upper floors to authorized personnel.
RECOMMENDATIONS:
I recommend that the City Council adopts a resolution authorizing e.Norman Security Systems Inc. to install the necessary proximity card access components to secure the two City Hall stairwells.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Entrances to many City of Aurora buildings, including City Hall, are safeguarded by an electronic proximity card access system; and
WHEREAS, City Hall is equipped with an elevator and two stairwells; and
WHEREAS, the stairwell entrances allow unrestricted movement between floors; and
WHEREAS, e.Norman Security Systems, Inc. of Naperville, IL has proposed to extend proximity card access coverage to all City Hall stairwell doors. The proposal includes all necessary components, installation, and complete integration into the existing system for $65,515.49; and
WHERAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
WHEREAS, Monies for this project are available in account 601-0000-410.40-78; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Purchasing Director is hereby authorized to issue a purchase order to e.Norman Security Systems Inc. for $65,515.49, plus a five percent (5%) contingency of $3,275.77 for the installation and integration of proximity card access and controls for the City Hall stairwells.
