SUBJECT:

Resolution authorizing the Mayor to execute an Engineering Agreement between the City of Aurora and V3 Companies for Phase I Engineering Services for the Eola Road Extension to U.S. Rte. 30.

 

PURPOSE:

To obtain authorization to execute an agreement with V3 Companies for Phase I Engineering Services for the Eola Road Extension to U.S. Rte. 30.

 

BACKGROUND:

Phase I engineering is to include all preliminary engineering services to identify roadway alignment, intersection geometrics, Right of Way needs, drainage/detention, construction budget, preparation and submittal of required documents in accordance to IDOT requirements to IDOT, identification of any necessary permits and preparation of plats of dedication and easement as necessary.  The Eola Road roadway design shall consist of one-lane of travel in each direction with a raised 16' wide median.  U.S. Rte. 30 will be widened, per IDOT standards, with one-thru lane in each direction and turn lanes as required.  The intersection shall be signalized per IDOT standards.

 

DISCUSSION:

The Heggs Road & U.S. Rte. 30 intersection is a dangerous intersection and IDOT has proposed to install signals at that intersection.  As a part of the development plan for the Lincoln Prairie Development (Five H, LLC, the developer), Eola Road is to be extended to U.S Rte. 30.  Eola Road is part of the WIKADUKE Trail and this extension to U.S. Rte. 30 aligns the roadway with the future portion of the WIKADUKE trail to be completed by the Village of Oswego and Kendall County.  It makes sense to move the intersection of Heggs Road and U.S Rte. 30 to this new location with Eola Rd and U.S. Rte. 30. IDOT has concurred with this location.  This improvement should make travel safer and enhance development within the Eola Road/WIKADUKE/U.S. Rte. 30 corridor.

 

The City will be entering into a Roadway Construction and Financing Agreement with Five H, LLC. regarding the Eola Road Extension to U.S. Rte. 30.   Five H, LLC agrees to dedicate Right of Way for said extension and U.S. Rte. 30 widening and grant any easements necessary.  This Right of Way was previously approved by the Annexation Agreement with Five H, LLC when the property was annexed as Lincoln Prairie per ordinance O02-161.

 

IDOT has funding available for the intersection improvements at the existing intersection of Heggs Road and U.S. Rte. 30.  IDOT has indicated a willingness to reallocate those funds to the proposed intersection of Eola Road and U.S. Rte. 30.  These funds are approximately $1,400,000.

 

This contract with V3 Companies for Phase I Engineering services is in the amount of $103,100.  The 2016 Budget provides funding in CIP GB066 and Account No. 340-4460-431.79-64.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Eola Road is an Arterial Street and a part of the WIKADUKE Trail.  It is the City's desire to connect Eola Rd to U.S Rte. 30 and construct a roadway with one-lane in each direction of travel with a raised median and signalized intersection with U.S. Rte. 30 and to eliminate the unsafe intersection of Heggs Road and U.S. Rte. 30 see Exhibit A Location Map; and

 

WHEREAS, ultimately the City desires a five lane section upon the development of the abutting properties.  The remainder of the roadway section is to constructed by the developers of the abutting properties, and

 

WHEREAS the City has entered into an annexation agreement with Five H, LLC. when the property was annexed per Ordinance 02-161, known as Lincoln Prairie.  The City and Five H, LLC shall enter into a roadway construction and financing agreement which will establish cost sharing and dedication of Right of Way and the granting of all necessary easements for the extension of Eola Road through the Lincoln Prairie property; and

 

WHERAS, IDOT has funding available for the intersection improvements at the existing intersection of Heggs Road and U.S. Rte. 30.  IDOT has indicated a willingness to reallocate those funds to the proposed intersection of Eola Road and U.S. Rte. 30 in the amount of approximately $1,400,000, and

 

WHEREAS, the attached agreement hereto as Exhibit B shall include all preliminary engineering services to identify roadway alignment, intersection geometry, right of way needs, stormwater management, construction budget, preparation and submittal of any IDOT requirements, identification of any necessary permits and preparation of plats of dedication and easement for a not to exceed amount of $103,100.00, and

 

WHEREAS, the 2016 City Budget provides funding for CIP GB066, which is Eola Road - Wolf’s Crossing to U.S. Rte. 30 for Engineering for $150,000.  The Account for which is 340-4460-431.79-64.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor is hereby authorized to execute a professional service contract with V3 Companies attached hereto as Exhibit B and made a part hereof, to complete Phase I Engineering for a not to exceed amount of $103,100.00.
