Resolution Authorizing the purchase of (2) playground units from GameTime c/o Cunningham Recreation of Naperville, IL for $49,967.92 for the 6th Ward/Saville.
 
PURPOSE:
The Parks Department seeks authorization to purchase (2) two playgrounds units on behalf of the Ward 6 Committee.  The equipment will be installed in 2015 at two new neighborhood parks, one on the 600 block of Iowa Avenue and the other at the northeast corner of Grand Avenue & Plum Street.
 
BACKGROUND:
Several years ago, Alderman Michael Saville and the Ward 6 Committee received approvals to begin acquiring land for two small neighborhood parks.  In 2012, they hired Martin Design to design both parks while they sought grants and other partnerships to make the parks become a reality.  The land acquisition and design is complete and Alderman Saville and the Ward 6 Committee indicate that they have secured the funding to move forward the construction of the parks in 2015.
 
DISCUSSION:
Total cost for the parks is estimated at $250,000, this includes approximately $90,000 for the playground equipment and installation and $160,000 for construction.  Ward 6 has recently received a grant from the State of Illinois for $50,000 and a grant from Kane County for $38,125.  Alderman Saville has budgeted ward funds to cover the remaining project costs.  
 
It is an advantageous time of the year to purchase playground equipment as manufacturers try and clear room for next year's equipment through various sales and grants.  "GameTime" playground manufacturer is currently providing a matching dollar for dollar grant if their playground structures are purchased by November 15th (they have extended the deadline for the City of Aurora).  Alderman Saville and Ward 6 has the funds for this purchase in account 316-4440-451.73-43.
 
IMPACT STATEMENT:
Parks and open space provide social, environmental, economic and health benefits to a community.  Parks are attractive to homebuyers and can help enhance property values, thus increasing municipal revenues.
 
In the wake of the recession, the City stopped pursuing new neighborhood park projects in order avoid duplication with Fox Valley Park District and minimize new long-term maintenance liabilities.  This project was in process prior to that decision and was, therefore, allowed to move forward.  The estimated maintenance costs will be between $4,000 and $5,000 per park each year and will be performed by the Parks & Recreation Division.
 
Failure to follow through on the grant awards may decrease the possibility that the City of Aurora be considered for future grants from the grantees.
 
RECOMMENDATIONS:
Request that the City Council approve the resolution to purchase two (2) playgrounds from GameTime through Cunningham Recreation of Naperville, IL for a total of $49,967.92.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora was awarded a matching grant of $42,917.47 from "GameTime" playground manufacturer to purchase two playground units for a total net cost of $49,967.92; and
 
WHEREAS, these playgrounds will be installed in 2015 at property owned by the City in the 600 block of Iowa Avenue and at the northeast corner of Grand Avenue and Plum Street; and
 
WHEREAS, funds are available in account 316-4440-451.73-43 for this purchase in 2014; and
 
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation;
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does herby approve the purchase of (2) playground structures from GameTime c/o of Cunningham Recreation of Naperville, IL for $49,967.92 for the 6th Ward/Saville and does hereby further authorize it's Purchasing Director to issue the necessary orders to implement purchase of the same.
