SUBJECT:

Resolution to Reject All Bids for the Oakhurst Subdivision Sanitary Manhole Inspection project for the Engineering Division.

 

PURPOSE:

To obtain City Council approval to Reject All Bids for the Oakhurst Subdivision Sanitary Manhole Inspection project for the Engineering Division.

 

BACKGROUND:

Some of the sanitary sewers within the Oakhurst Subdivision experienced surcharged conditions during a storm event on October 14, 2017.  As a result, the City is in the process of investigating the sanitary sewer system in the vicinity including televising and flow metering. In addition to those two efforts, bids were recently requested for manhole inspection and repair recommendation services Through these various efforts, the City hoped to obtain information to help identify the source of any inflow or infiltration into the sewer system that may be contributing to the elevated flows.

 

DISCUSSION:

The contract to perform the work was advertised on January 28, 2018 and bids were opened on February 14, 2018.  Three bids were received.

 

The lowest bid received was for $72,000 which was to cover the inspection of 800 manholes in the Oakhurst Subdivision. 

 

A couple of months prior to bidding, flow meters were installed at strategic locations in the Oakhurst Subdivision sanitary sewer system.  In late 2017 and early 2018, several rain events occurred which provided data for analysis of the sanitary sewer system.  After analyzing the data and visually inspecting the effects of the storm on the system, the area of concern in the Oakhurst Subdivision was greatly reduced.  The scope of the manhole inspection has now been reduced 85% to 100 manholes.  Due to the reduction in scope, it is no longer in the best interest of the City to enter into a manhole inspection contract of this magnitude and it would be unfair to the contractor to hold the submitted unit prices for such a drastic reduction in scope.

 

IMPACT STATEMENT:

None.

 

RECOMMENDATIONS:

That the Mayor and City Council authorize the Director of Purchasing to reject all bids received on February 14, 2018 for the Oakhurst Subdivision Sanitary Manhole Inspection project for the Engineering Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Engineering Division believes that it is in the best interests of the City of Aurora to reject all bids received on February 14, 2018 for the Oakhurst Subdivision Sanitary Manhole Inspection project)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to reject all bids received on February 14, 2018 for the Oakhurst Subdivision Sanitary Manhole Inspection project.
