PURPOSE:
The petitioner, White Oak West TMG, LLC, is proposing a Final Plan on 8.42 acres for an industrial building with a setback variance for property located 2121 Diehl Road and 1954 McKesson Street.  
 
BACKGROUND:
This Final Plan petition, which is part of the V3 Molitor Special Use Planned Development, was referred by the City Council to the Planning and Zoning Division on August 27, 2013.  A Final Plat Revision with Variance petition (AU12/2-13.321-Fsd/R/V) is related to this petition.

DISCUSSION:
Development Proposal:
The proposal consists of developing the subject property for a 149,387 square foot spec building, consisting of 13,457 square feet of office and 135,930 square feet of warehouse. Truck docks are proposed along the building's east side. There are 181 parking spaces proposed, which meets the City's requirement.
 
There is an existing subdivision monument sign located at the northeast corner of the Subject Property. An 8 foot tall monument sign for the Subject Property is proposed at the northwest corner of the Subject Property, just east of the Diehl Road access point.
Variance to the setback line abutting McKesson Street exterior side yard is proposed to be varied from 30 feet to 20 feet.
 
Access to the Subject Property will be from Diehl Road and McKesson Street, with one access point per said roadway. An existing sidewalk is located along McKesson Street and on the north side of Diehl Road. Stormwater management has already been provided on Lots 5 and 6 of the White Oak West Subdivision, which is located directly west and south of the Subject Property. Landscaping will be installed on the Subject Property.
 
Evaluation:  
Staff has reviewed the Final Plan petition submitted by the petitioner. Originally when the White Oak West's Preliminary Plan and Plat was approved in 2006, the City preferred that the Subject Property (Lots 1 and 2) be developed as office uses on smaller lots. However, a Final Plan for a small office use has not been submitted since 2006.
 
The proposal for a single building on a larger lot is consistent with surrounding warehouse, distribution and industrials uses that are located north and south of Diehl Road. The impact to the residential to the west should be reduced by having the truck docks on the building's east side and the office use on the west side.
 
The Planning Commission recommended Conditional Approval of the Final Plan and Variance petition. There was some discussion regarding increase truck traffic and the proposed land use.
 
Public Input:  
Due public notice was given for the public hearing on this matter. No witnesses came forward at the hearing. As of the date of this memo, staff has not received any public inquiries regarding this petition.
 
IMPACT STATEMENT:
This item will increase the tax base and overall viability of the City which will offset any incidental Department or staffing impacts.
 
RECOMMENDATIONS:
Planning Commission recommended CONDITIONAL APPROVAL of the Final Plan on 8.42 acres for an industrial building with a setback variance for property located at 2121 Diehl Road and 1954 McKesson Street by White Oak West TMG, LLC, with the following conditions:
1.      That the monument sign will be a masonry and/or natural stone building material.
