SUBJECT:

A Resolution to execute a contract with Fehr Graham and Associates, LLC in the amount of $242,000 for the 2026 Annual Manhole Inspections located throughout the City of Aurora, with the option to extend for a second year upon mutual agreement.

 

PURPOSE:

To execute a contract to allow Fehr Graham and Associates, LLC to provide engineering services for inspecting and providing repair recommendations for approximately 2,500 sanitary and storm manholes that are located within the limits of the City’s Overlay and Federal Road Programs for 2026. The project manager from Fehr Graham and Associates, LLC, has successfully provided similar services to the City in past.

 

 

BACKGROUND:

Request for Proposal are not subject to the Local Preference policy.

 

 

DISCUSSION:

The City published a request for proposals that was advertised on December 2, 2025, and six firms submitted proposals. Fehr Graham and Associates, LLC was selected as the most qualified firm by a three (3) person review panel. Exhibit A shows how the proposals were scored. The contract with Fehr Graham and Associates, LLC including their proposal, is included as Exhibit B. This proposal includes a baseline scope of services with a not-to-exceed fee of $242,000. Account 510-4063-511-73-14 (IB018) has a current 2026 balance of $2,500,000.

 

The Local Preference Ordinance does not apply to Request for Qualification selection.

 

 

IMPACT STATEMENT:

There may be lane closures during the duration of the contract where manhole inspections are being performed. 

 

 

RECOMMENDATIONS:

I recommend approval of this resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, approximately 2,500 sanitary and storm manholes will be inspected prior to the City’s Overlay and Federal Road Programs for 2026; and  

 

WHEREAS, the City published a Request for Proposals in accordance with the city purchasing policies; and

 

WHEREAS, Fehr Graham and Associates, LLC of 230 Woodlawn Avenue, Aurora, IL 60506 was selected as the most qualified out of six (6) firms submitting proposals; and

 

WHEREAS, the 2026 Annual Manhole Inspections ($242,000) have been funded in current 2026 budget within account 510-4063-511-73-14 (IB018) ($2,500,000, 2026).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute a contract with Fehr Graham and Associates, LLC, in an amount not to exceed $242,000 for the 2026 Annual Manhole Inspections, with the option to extend for a second year upon mutual agreement.
