SUBJECT:

Resolution to extend the agreement with Communities in Schools of Aurora (CIS) to serve as Third Party Administrator (TPA) for Youth Development Programs for the 2017-2018 School Year in the Amount Not to Exceed $90,000 

 

PURPOSE:

Support of a Resolution to approve the extension of a contract with Communities in Schools of Aurora to serve as a TPA for Youth Development Programs for the 2017-2018 School Year.

 

BACKGROUND:

This agreement follows the one approved in March 2017 for summer programming.  The previous agreement was for $300,000 and ended in August.  Last month, Adrienne and I met with various program partners to learn more about the value added they provide to summer school programs.  These partner agencies provide mentoring and structured programs based on what the various schools request. The goal is to spread programming across all of the middle schools to reach as many students as possible. 

 

DISCUSSION:

The contract extension is necessary to continue to provide afterschool programming.  The programming will be provided for the MyTime Afterschool programs run by CIS and the School Districts.  :

The afterschool and summer youth programming is budgeted in account 101-1370-440.32-20. 

 

 

IMPACT STATEMENT:

The afterschool programming will be less enriching for students participating in afterschool programs in middle schools across the city.  The extra programming helps keep students interested and returning.

 

RECOMMENDATIONS:

To place the attached resolution on the next Finance Committee meeting for consideration and approval."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, (the City of Aurora has contracted with CIS to serve as a Third Party Administrator for Youth Programming since 2010:

 

WHEREAS, the City of Aurora has been able to serve large number of youth by engaging the services of CIS to manage summer camps and work with various community partners to provide programing, and

 

WHEREAS, the city desires to continue to support the school and young people by offering structured programming.

 

WHEREAS, funding for the services is budgeted in account 101-1370-440-32-20.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizes the Mayor to execute all documents related to the extension of a contract with CIS to serve as Third Party Administrator for Youth Development Services for the 2017-2018 School Year.
