A resolution to award the S. Fordham Avenue and Lancaster Avenue Sanitary Sewer Improvements to Superior Excavating, Co., 424 San Carlos Road, Minooka, IL 60447 located in Ward 4.
PURPOSE:
To provide separate sanitary services for properties that currently have a combined sanitary service that is partially located on private property.
BACKGROUND:
The two locations of this project are the southwest corner of the S. Fordham Avenue and W. Galena Boulevard intersection and Lancaster Avenue north of W. Galena Boulevard which can be seen on the location map attached as Exhibit A. The City's Water & Sewer Maintenance Division was previously notified by several homeowners at each location regarding basement back-ups that occurred. After some investigation, the Engineering Division determined that multiple services are tributary to insufficiently sized 6" collector sewers located on private property at both locations. These current configurations do not meet the Illinois Environmental Protection Agencies sanitary sewer design standard specifications. The City is proposing to install new sanitary sewers and services so that each property will have a separate service to a public sanitary sewer as required by the IEPA. Temporary construction easements will be obtained where it will be necessary to perform work on private property.
DISCUSSION:
Four bids were received, opened, and read aloud on April 10, 2019. The bid tabulation can be seen in the attached Exhibit B. The lowest total bid in the amount of $313,707.00 was submitted by Superior Excavating, Co. The sanitary sewer improvements will be funded with account 510-4063-511-73-14 which has a 2019 budget of $3,000,000.00 (IB018). This contract is subject to the local vendor preference ordinance. However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance. Also included as Exhibits C & D are the advertisement for bid and Superior Excavating's submitted bid.
IMPACT STATEMENT:
S. Fordham Avenue between W. Galena Boulevard and W. Downer Place and Lancaster Avenue between W. New York Street and W. Galena Boulevard will be closed to thru traffic for a couple of weeks during construction. W. Galena Boulevard will also experience partial closures while work is done within that right-of-way. Closure of W. Galena Boulevard will be kept to a minimum and limited to non-peak hours when possible. The Lancaster Avenue site is located adjacent to Greenman School so the work will be completed this summer while school is not in session. There will not be a stoppage in sanitary sewer service during the duration of the project.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, these sanitary sewer extensions and installation of sanitary services will provide separate sanitary service for houses on S. Fordham Avenue, W. Galena Boulevard and Lancaster Avenue;
WHEREAS, Superior Excavating, Co., submitted the lowest responsible bid out of 4 bids received, opened and read aloud on April 10, 2019;
WHEREAS, the sanitary sewer improvements have been funded in the 2019 budget within account 510-4063-511-73-14 ($3,000,000.00, IB018).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with Superior Excavating, Co., 424 San Carlos Road, Minooka, IL 60447 in the amount of three hundred thirteen thousand, seven hundred seven dollars and zero cents ($313,707.00).
