SUBJECT:

Authorization to purchase one 22' full frame dump trailer for the Water and Sewer Maintenance Division.

 

PURPOSE:

The Water and Sewer Maintenance Division is responsible for maintaining approximately 760 miles of water main and 1200 miles of sewers which generates over 1000 excavations a year. We have to dispose of these excavations the most efficient way possible which requires as much capacity per load to landfills. Having another dump trailer will maximize the amount of spoils we can discard which will reduce the amount of trips made to the landfill each time.

 

BACKGROUND:

The subject dump trailer was sent to numerous vendors and viewed by nearly 20 vendors from our website for a competitive bid.  Only one bid was received from Iloca Services of Aurora which came in under budget in the amount of $43,112. This purchase is a joint effort, with the Streets Division purchasing the Tractor or Semi portion and Water and Sewer Maintenance purchasing the trailer to be used as needed by both Divisions adding a third tractor/trailer to both fleets. This purchase will help maximize efficiency with spoils disposal for both Divisions..

 

DISCUSSION:

This was an approved decision package included in the 2019 budget in the amount of $47,000 in account 510-4063-511.63-99 within the Water and Sewer Fund.

 

IMPACT STATEMENT:

This purchase is required in order to perform necessary repairs to the City's Water and Sewer Infrastructure.

Please consider approval of the attached resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, On September 11, 2019 the City Clerk received and opened one bid for the purchase of one full frame 22' dump trailer; and

 

WHEREAS, Iloca Services Inc. of Aurora Illinois was the lowest responsive, responsible bidder in the amount of $43,112.00; and

 

WHEREAS, The 2019 budget provides an approved decision package in the amount of $47,000 in account 510-4063-511.63-99 of the Water and Sewer Fund; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows:  The Director of Purchasing is hereby authorized to purchase one 22' full frame dump trailer from Iloca Services Inc. in the amount of Forty Three Thousand One Hundred Twelve Dollars and Zero Cents ($43,112.00)
