A resolution to award the Lakewood Place Water Main Replacement project located in Ward 4 to Mauro Sewer Construction, Inc., 1251 Redeker Rd., Des Plaines, IL 60016 in the bid amount of three hundred twenty-nine thousand, nine hundred eighty-eight dollars and zero cents ($329,988.00)
PURPOSE:
To replace the 6" and 8" water main along Lakewood Place due to a recent history of breaks.
BACKGROUND:
The location of these water mains to be replaced can be seen in the attached Exhibit A - Location Map. This block of water main has numerous breaks in the past several years. This project was originally planned for 2020 but was postponed due to COVID-19. Closures of residential driveways will be kept to a minimum during construction. Lakewood Place is also slated for resurfacing in the next year or two. When it is desirable to replace the water main on a road to be resurfaced, we try to schedule any underground work in the prior year so the trench has a winter to sit and settle prior to replacement of the surface pavement.
DISCUSSION:
Eleven bids were received, opened, and read aloud on February 10, 2021. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $329,988.00 was submitted by Mauro Sewer Construction, Inc. The water main improvements ($329,988.00) will be funded with account 510-4058-511-73-02 (IC076) which has a 2021 budget amount of $5,600,000.00. Also included as Exhibits C & D are the advertisement for bid and Mauro Sewer Construction, Inc.'s submitted bid. Mauro Sewer Construction, Inc. has not done work in the City of Aurora recently, so their references were contacted which resulted in favorable reviews.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures of Lakewood Place during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum. Work in front of Holy Angels School will be coordinated to keep the disruption to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Mauro Sewer Construction, Inc., in the amount of three hundred twenty-nine thousand, nine hundred eighty-eight dollars and zero cents ($329,988.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along Lakewood Place which has a recent history of breaks;
WHEREAS, Mauro Sewer Construction, Inc., submitted the lowest responsible bid out of 11 bids received, opened and read aloud on February 10, 2021;
WHEREAS, the water main improvements ($329,988.00) have been funded in the 2021 budget within account 510-4058-511.73-02 ($5,600,00.00, IC076);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Mauro Sewer Construction, Inc., 1251 Redeker Rd., Des Plaines, IL 60016 in the amount of three hundred twenty-nine thousand, nine hundred eighty-eight dollars and zero cents ($329,988.00).
