SUBJECT:
A resolution to award the Morton Avenue Water Main Replacement project to Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 located in Ward 6.
PURPOSE:
To replace the 6" water main along Morton Avenue between New Haven Avenue and Illinois Avenue which has a history of breaks with an 8" water main.
BACKGROUND:
The 6" water main along Morton Avenue between New Haven Avenue and Illinois Avenue has experienced several breaks recently. This section of Morton Avenue is scheduled to be resurfaced this year so replacing this water main first is critical. A location map showing the extents of the project is attached as Exhibit A.
DISCUSSION:
Five bids were received, opened, and read aloud on August 1, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $333,889.82 was submitted by Brandt Excavating, Inc. The water main improvements will be funded with account 510-4058-511-73-02 which has a 2018 budget amount of $4,429,700.00. Also included as Exhibits C & D are the advertisement for bid and Brandt Excavating, Inc.'s submitted bid.
IMPACT STATEMENT:
There will be temporary water shutdowns and lane closures impacting traffic on Morton Avenue, New Haven Avenue, and Illinois Avenue during the duration of the project.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address a section of water main along Morton Avenue between New Haven Avenue and Illinois Avenue that has a history of breaks;
WHEREAS, Brandt Excavating, Inc., submitted the lowest responsible bid out of 5 bids received, opened and read aloud on August 1, 2018;
WHEREAS, the water main improvements have been funded in the 2018 budget within account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 in the amount of three hundred thirty-three thousand, eight hundred eighty-nine dollars and eighty-two cents ($333,889.82).
