Requesting the approval to purchase a used 2015 CAT 938M wheel loader for the Street Maintenance Division from Patten Tractor, as a sole source, for $14,500.00.
PURPOSE:
To assure that the Street Maintenance Division has dependable equipment to perform their daily work objectives.
BACKGROUND:
The Street Maintenance Division operates three wheel loaders to perform daily tasks. Unit 48-369 was purchased new in 2003 and has over 13,000 hours of operation. This unit meets the replacement criteria of 14 years or 9,000 hours and is approved for replacement in 2018.
DISCUSSION:
Patten Tractor, located at 635 W. Lake Street, Elmhurst, IL, has a used 2015 938M CAT wheel loader for a sale price of $194,500.00 including Patten installed upgrades of a rear view camera, radio, and used Bridgestone tires . This unit was inspected and operated by Street operators for their approval.
Patten Tractor has provided a trade-in allowance of $180,000.00 for the Aurora Municipal Airport's 2013 CAT 950K wheel loader. This makes the total sales price $14,500.00.
The purchase of this used 2015 CAT 938M wheel loader will provide Aurora's Street Maintenance Division with a dependable and efficient wheel loader for many years to come.
A budget transfer will be submitted to account 340-4460-431.74-31 from 340-4460-431.75-10 where $175,000 was budgeted for the purchase of the wheel loader for the Street Maintenance Division.
IMPACT STATEMENT:
The purchase of this used CAT wheel loader will have no impact on other departments.
RECOMMENDATIONS:
Request the approval to purchase a used 2015 CAT 938M wheel loader for the Street Maintenance Division from Patten Tractor, as a sole source $14,500.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Street Maintenance Division operates three wheel loaders to perform daily tasks. Unit 48-369 was purchased new in 2003 and has over 13,000 hours of operation. This unit meets the replacement criteria and was approved for replacement in 2018, and

WHEREAS; pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of a used 2015 CAT 938M wheel loader for the Street Maintenance Division from Patten Tractor, as a sole source $14,500.00
