A resolution to award the Century Lane Storm Sewer Extension project to H. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 located in Ward 7.
PURPOSE:
To install storm sewer from N. Ohio Street east 460' along Century Lane to the hammerhead dead end of the street.
BACKGROUND:
There is approximately 8' of elevation difference between Trask Street and the east end of Century Lane. A pipe end coming from the east towards Trask Street daylights at the dead end of Century Lane which discharges almost continuous groundwater and nuisance flows. The east end of Century Lane is somewhat flat and the slow moving runoff forms hazardous ice conditions during cold temperatures. The addition of inlets to pick up these flows will prevent the formation of ice and the hazardous conditions. Closures of driveways to the residences will be kept to a minimum during construction.
DISCUSSION:
Four bids were received, opened, and read aloud on June 12, 2019. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $142,746.00 was submitted by H. Linden & Sons Sewer and Water, Inc. The storm sewer improvements will be funded with account 280-1852-512-81-23 (B037) which has a 2019 budget amount of $400,000.00. This is the first significant project to be encumbered in this account in 2019. Also included as Exhibits C & D are the advertisement for bid and H. Linden & Sons Sewer and Water, Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures and parking restrictions on Century Lane for the duration of the project. The traffic on N. Ohio Street may be impacted for a day or two during the project. Impacts to traffic will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Century Lane does not currently have storm sewer and is need of it to address drainage issues;
WHEREAS, H. Linden & Sons Sewer and Water, Inc. submitted the lowest responsible bid out of four bids received, opened and read aloud on June 12, 2019;
WHEREAS, the storm sewer improvements have been funded in the 2019 budget within account 280-1852-512-81-23 ($400,00.00, B037).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract for the Century Lane Storm Sewer Extension project with H. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 in the amount of one hundred forty-two thousand, seven hundred forty-six dollars and zero cents ($142,746.00).
