A resolution approving the appointment of Jessica L. Kalal to the office of assistant corporation counsel.
PURPOSE:
To formally confirm Attorney Jessica Kalal to the newly-created office of assistant corporation counsel.
BACKGROUND:
On July 9, 2019, the City Council will consider Legistar Item 19-0446, which among other things, proposes to create the City office of assistant corporation counsel and defines its duties. At present, the City Code is silent as to the nature of the position, which custom and practice has treated the title exclusively as an employment classification. If the Council approves Legistar 19-0446, the position of assistant corporation counsel becomes an appointive City office with defined duties. As has traditionally been the case, the Mayor appoints all assistant corporation counsel with the advice and consent of the City Council.
DISCUSSION:
Ms. Kalal was hired as an assistant corporation counsel in January 2019 with the advice and consent of the City Council. She continues to be employed in the Law Department holding that position. Because the proposed new ordinance recognizes the position as an office of the City, it is appropriate for the Council to effectively "ratify" her appointment to the newly-created office.
IMPACT STATEMENT:
Because Ms. Kalal is currently employed by the City as an assistant corporation counsel, the proposed resolution is a formality associated with the Council's anticipated adoption of revisions to the City Code impacting the Law Department.
RECOMMENDATIONS:
That the Council approve this resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City Council has authorized the appointment of assistant corporation counsel as part of the annual budget; and
WHEREAS, the Mayor has appointed Jessica L. Kalal to serve as an assistant corporation counsel; and
WHEREAS, the Mayor requests the advice and consent of the City Council to such appointment,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council hereby grants its advice and consent to the appointment of Jessica L. Kalal to the office of assistant corporation counsel.
