SUBJECT:

A Resolution Authorizing the Mayor to execute an intergovernmental agreement, between the City of Aurora and the State of Illinois Department of Transportation, for the maintenance & energy of traffic signals on State roadways in the City.

 

PURPOSE:

To renew a 10-Year intergovernmental agreement with the State/IDOT for the maintenance and energy of traffic signals, on State roadways, within the City.

 

BACKGROUND:

The new intergovernmental agreement between City and State/IDOT replaces the existing agreement from 2011, which expired June 30, 2021. The new agreement effective period is July 1, 2021 through June 30, 2031.

 

DISCUSSION:

The City and IDOT have performed review of past projects and agreement documentation to revise Exhibit A, which gives a detailed cost breakdown of State and Local participation for the maintenance and energy of traffic signal locations on State roadways.  Exhibit A identifies which agency is performing the maintenance, allowing for invoicing/reimbursement between agencies.

Traffic Signal maintenance invoicing/reimbursement between agencies.

 

RECOMMENDATIONS:

Staff recommends approval of the resolution to execute the intergovernmental agreement between City and State.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City previously entered into an intergovernmental agreement with the State of Illinois, most recently on July 1, 2011, to provide for traffic signal maintenance and electrical energy responsibilities and

 

WHEREAS, the City of Aurora wishes to renew the intergovernmental agreement for another 10-year period; and

 

WHEREAS, the City of Aurora and State of Illinois will cost share in accordance with the executed intergovernmental agreement and Exhibit A, for the maintenance and energy expenses for the traffic signals identified.  City cost share to the State will utilize the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor be authorized to execute an intergovernmental agreement,  between the City of Aurora and the State of Illinois Department of Transportation, for the maintenance & energy of traffic signals on State roadways in the City, effective July 1, 2021 through June 30, 2031.
