A resolution to award a contract to Len Cox & Sons Excavating of 1203 Theodore St., Crest Hill, IL 60403 for the Phillip's Park Water Main Replacement project in the amount of $74,412.50.
PURPOSE:
Replacement of failed 6-inch water main between the Phillip's Park visitor's center and the maintenance building.
BACKGROUND:
The 6-inch water main has failed repeatedly causing water quality problems at the visitor's center. Additionally, the existing line crosses under the Parks Department's green house. The proposed installation of 745-feet of 6-inch water main will relocate the line away from the current greenhouse, account for future greenhouse expansion, and improve water quality to the visitor's center.
DISCUSSION:
These improvements will fix the break in the loop, improving visitor center water quality as the current water supply is acting as a dead end connection. This causes the water to stagnate and requires a more rigorous flushing schedule.
The lowest responsible bidder of five (5) bidders was selected for the project. The project has funds available in IC076 account 510-4058-511.73-02.
IMPACT STATEMENT:
The proposed project will improve water quality and fire protection at the Phillip's Park visitor center and Parks Department maintenance and greenhouse facility by closing the break in the loop caused by the failed existing water main.
RECOMMENDATIONS:
We request authorization for the Director of Purchasing to enter into an agreement with Len Cox & Sons Excavating of 1203 Theodore St. Crest Hill, IL 60403 for construction of the Phillip's Park Water Main Replacement project in the amount of seventy four thousand four hundred twelve dollars and fifty cents ($74,412.50).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the lowest of five (5) qualified bidders was selected; and
WHEREAS, IC076 account 510-4063-511-7302 has sufficient funds for the project; and
WHEREAS, the project will improve fire protection and drinking water quality at Phillip's Park.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Len Cox & Sons Excavating of 1203 Theodore St. Crest Hill, IL 60403 be awarded the construction of the Phillip's Park Water Main Replacement project in the amount of seventy four thousand four hundred twelve dollars and fifty cents ($74,412.50).
