A resolution to award the Tall Oaks Water Main Replacement - Phase 1 to Gerardi Sewer & Water Co., 4520 N. Osage, Norridge, IL 60706.
PURPOSE:
To provide improved water service to the consumers in the Linden Woods, Acorn Woods and Walden Woods Condominiums.
BACKGROUND:
The water main within the Linden Woods, Acorn Woods, & Walden Woods Condominiums has a history of breaks. The Water & Sewer Maintenance Division has had to make at least one water main repair within these developments in each of the past few years. Replacement of the water main is required to prevent future breaks and inconveniences to the users in these developments. Replacing all of the water main in these developments would requiring utilizing most of this year's budget, so the water main replacement will be completed in phases over several years. A small alternate section of water main replacement was included with the base bid to increase the scope of phase one if the City received favorable bids. The low bid came in 26% below the engineer's estimate, so it was decided to include the alternate in the awarded bid.
DISCUSSION:
Eight bids were received, opened, and read aloud on March 1, 2017. The tabulations of the base bid and total bid with alternate can be seen in the attached Exhibits A & B. The lowest total bid in the amount of $372,584.75 was submitted by Gerardi Sewer & Water Co. The water main improvements will be funded with account 510-4058-511-73-02. Also included as Exhibits C & D are the advertisement for bid and Gerardi Sewer & Water Co.'s submitted bid.
IMPACT STATEMENT:
Temporary closures and access delays will occur within the Tall Oaks Subdivision. The residents in the area may will experience temporary water shut downs as connections are made between the existing and new water main. There are no impacts anticipated to the public outside of the three condominium developments.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will provide improved water service to the consumers in the Linden Woods, Acorn Woods, & Walden Woods Condominiums;
WHEREAS, Gerardi Sewer & Water Co. submitted the lowest responsible bid out of 8 bids received, opened and read aloud on March 1, 2017;
WHEREAS, the water main improvements will be funded with account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Procurement is hereby authorized to execute a contract with Gerardi Sewer & Water Co., 4520 N. Osage, Norridge, IL 60706 in the amount of three hundred seventy-two thousand, five hundred eighty-four dollars and seventy-five cents ($372,584.75).
