A resolution to authorize the Director of Purchasing to execute a contract with Copenhaver Construction for the Kensington Place and Russell Avenue Raingardens.
PURPOSE:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) to the Illinois and US Environmental Protection Agencies in accordance with the City’s CSO NPDES permit. The CSO LTCP includes sewer separation by conventional methods and through the use of Green Infrastructure. The improvements that will be constructed through the subject contract are a required part of the City's CSO LTCP.
BACKGROUND:
On May 27, 2015, the City Clerk received and opened three bids for the above referenced project. Copenhaver was the low, responsive, responsible bidder in the amount of $134,822.00. Copenhaver has successfully completed several similar projects for the City of Aurora..
DISCUSSION:
This work is included in the 2015 Capital Improvement Plan under B046 "Illinois Green Infrastructure". Funding for this work is included in the 2015 budget within the LTCP Fund account number 281-1852-512-81-31.
IMPACT STATEMENT:
This work is a required part of the City's US Environmental Protection Agency mandated CSO LTCP.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has been mandated by the US Environmental Protection Agency to implement a Combined Sewer Overflow Long Term Control Plan (CSO LTCP); and
WHEREAS, the subject project is a required part of the City's CSO LTCP; and
WHEREAS, Copenhaver Construction was the low, responsive, responsible bidder in the amount not to exceed One Hundred and Thirty Four Thousand, Eight Hundred and Twenty Two Dollars and No Cents ($134,822.00); and
WHEREAS, Funding for this work is included in the 2015 budget within the LTCP Fund, account no. 281-1852-512-81-31, CIP project no. B046; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing is hereby authorized to execute a Contract with Copenhaver Construction for the construction of the Kensington Place and Russell Avenue Raingardens.
