Resolution to extend the agreement with Communities In Schools (CIS) of Aurora to serve as Third Party Administrator (TPA) for 2017 summer related youth programs in the amount not to exceed $300,000.00.
PURPOSE:
Support of a Resolution to approve extending an agreement with Communities In Schools (CIS) as Third Party Administrator (TPA) for 2017 summer related youth programs.
BACKGROUND:
Since 2010, the City has utilized CIS as TPA for summer and youth development programs. In addition to working with School Districts 129, 131, 204, 308, and Aurora University, CIS has partnered with multiple different agencies and organizations on programs during the 7 year period.
DISCUSSION:
Costs for the 2017 summer related programs and services are not to exceed $300,000.00. The Youth and Senior Services budget has the resources in account 101-1370-440.32-20, Contracted Services. Programs proposed by CIS will be reviewed and approved by the City's Community Services Department and Youth and Senior Services Division. CIS will cooperate and assist with any administration of surveys and/or data collection.
IMPACT STATEMENT:
The agreement is needed in place to allow CIS the time to begin organizing summer camps. The agreement is recommended for the 2017 summer related programs only, to provide an opportunity for the new mayoral administration to review and decide what programs it wants to support and/or initiate with the remaining budget that will be in place.
RECOMMENDATIONS:
To place the attached resolution on the next Finance Committee meeting agenda for consideration.

A Resolution Accepting The Proposal From Communities In Schools (CIS) of Aurora To Serve As Third Party Administrator (TPA) For 2017 Summer Related Youth Programs In The Amount Not To Exceed $300,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Aurora's CIS started in 1991 and was incorporated in 1994, and has a mission to champion the connection of needed community resources with schools to help young people successfully learn, stay in school, and prepare for life, and CIS creates partnerships in educational environments that adapt to the needs of the students and connects young people with services such as in some schools, services are made available to all students and their families, and in other schools, services are connected with particular students in need, and community resources are brought to the students and families through after-school and summer programs; and
WHEREAS, CIS works in partnership and collaboration to provide quality youth programming such as the MYTIME Citywide After School Program, and 21st Century Community Learning Programs, and was approved by the City as 2010, 2011, 2012, 2013, 2014, 2015, and 2016 TPA for youth programs and was determined to have administered the programs successfully; and
WHEREAS, there is a continuing need for such quality programming in our community, and whereas, the 2017 City Budget General Fund provides $300,000.00 for youth programs, in account number 101-1370-440.32-20, and the City desires to approve an agreement with CIS to continue serving as TPA for the 2017 calendar year; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council of the City of Aurora, Illinois, hereby authorizes the Mayor to contract with CIS to serve as TPA for the 2017 calendar year from funds budgeted in account number 101-1370-440.32-20, Contracted Services, in the amount not to exceed $300,000.00.
