SUBJECT:

Requesting approval for the issuance of a Carnival License and a Music Festival permit for the Fiesta Patrias as part of their Festival event held on September 15th and 16th, 2018

 

PURPOSE:

The Aurora Hispanic Heritage Advisory Board/Windy City Amusement Inc. have applied for Carnival license to be held on Saturday, September 15th from 1:00 p.m.to 10:00 p.m. and Sunday, September 16th, 2018 from 1:00 p.m. to 10:00 p.m.

 

and a Music Festival permit on Saturday, September 15th from 1:00 p.m. to 10:00 p.m. and Sunday, September 16th from 1:00 p.m. to 10:00 p.m.

 

BACKGROUND:

This yearly event will include Music groups, food and games and Carnival rides.

 

DISCUSSION:

The Applicant has provided the required documentation for the Music Festival permit and are currently still working on obtaining the additional requirements for the Carnival Application

The applicant will be submitting the required Security Form, Food and Beverage registration and application fee prior to the approval by the City Council. 

 

City Staff (Fire Prevention, Police Department, Law Department and the City Clerk's Office) will work closely with them to ensure all requirements are met prior to the issuance of a license

RECOMMENDATIONS:

I request that this item be referred to Government Operations Committee for a recommendation to approve a Resolution to issue a Carnival License and a Music Festival Permit for The Aurora Hispanic Heritage Advisory Board/Windy City Amusement Inc. on the above mentioned dates.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Aurora Hispanic Heritage Advisory Board/Windy City Amusement Inc. have applied for a Carnival license to be held on Saturday, September 15th from 1:00 p.m.to 10:00 p.m. and  Sunday, September 16th, 2018 from 1:00 p.m. to 10:00 p.m.;

 

and a Music Festival permit on Saturday, September 15th from 1:00 p.m. to 10:00 p.m. and Sunday, September 16th from 1:00 p.m. to 10:00 p.m.; and

 

WHEREAS, The City Clerk’s Office will insure that The Aurora Hispanic Heritage Advisory Board/Windy City Amusement Inc. has provided all the required documentation and paid all applicable fees prior to the City Council approval; and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Carnival License and a Music Festival Permit be issued to The Aurora Hispanic Heritage Advisory Board/Windy City Amusement Inc. for September 15th and 16th, 2018.
