SUBJECT:

A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department from June 1, 2017 to May 31, 2020.

 

PURPOSE:

To obtain authorization to execute a Labor Agreement between the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department.

 

BACKGROUND:

Management/Supervisory Personnel of the Aurora Police Department contract expired on 05/31/2017.  Negotiations began in August 2018 between City of Aurora and the Management/Supervisory Personnel of the Aurora Police Department.

 

DISCUSSION:

Upon completion of the tentative agreement, the Union ratified the contract in November 2018.  Highlights of negotiated terms include increased employee contributions across all tiers of health insurance.  By the end of the contract term, the employee health insurance contribution will be increased and standardized to 15.25%.  In addition, user fees that more closely mirror the market standard will be effective in 2019.  Wage increases are driven by a differential based on the APPO contract.  There was no increase in the differential.

 

A summary of the changes, the wage schedule and final contract are attached.

RECOMMENDATIONS:

That the City Council authorize the execution of Labor Agreement Between the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department, for the period of June 1, 2017 through May 31, 2020.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora employs numerous personnel in its Police Department in furtherance of the public safety and welfare; and

 

WHEREAS, the City has recognized Management/Supervisory Personnel of the Aurora Police Department as the bargaining agent for the above said employees; and

 

WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department, and is hereby submitted to the City Council for approval; and

 

WHEREAS, the City Council find that it is in the best interests of the City and the public welfare that such a Labor Agreement be executed;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the attached Labor Agreement between the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department, for the period of 06/01/2017 through 05/31/2020, which is attached hereto and made a part hereof.
