SUBJECT:

A Resolution to award the South Eola Road Ditch Improvements project located in Ward 8 to H. Linden & Sons Sewer and Water, Inc.

 

PURPOSE:

To address drainage issues at two locations along the west side of Eola Road between Illinois Route 34 and McCoy Drive.

 

BACKGROUND:

The Fox Valley Park District contacted the engineering division in early 2017 with concerns about the erosion and maintainability of the ditch in front of the Eola Road Community Center near the Long Grove Drive intersection.  Because there are several restricted detention basins upstream of this culvert, there is an almost constant low flow in the ditch which has caused erosion.  The engineering division has come up with a solution which involves the addition of a storm manhole and concrete pipe to convey the low flows to the manhole where runoff currently enters the storm sewer tributary to Waubonsie Creek.  The Fox Valley Park District has agreed to participate in this process by performing the landscape restoration on all areas disturbed during the construction of the improvements. A location map showing the location of this issue and the second issue described below can be seen in the attached Exhibit A. 

 

In June 2017, Alderman Mervine requested that the engineering division investigate the need for ditch cleanup adjacent to the Oakhurst subdivision detention basin concrete overflow spillway located on the west side of Eola Road approximately 450' south of the intersection with S. Oakhurst Drive.   At this location, there is a 30" concrete flared end section that daylights into the ditch.   Approximately 130' south of the 30" flared end section there are four 24" concrete culverts which convey runoff underneath Eola Road from west to east.  This 130' section of ditch has filled several feet with sediment over time which only allows the top six inches of the 30" flared end section to freely discharge.  This causes a permanent tailwater condition compromising the capacity of that storm sewer.

 

DISCUSSION:

The engineering division has received approval from the Building, Grounds and Infrastructure Committee and City Council to utilize their stormwater management fund to address the drainage concerns at these two locations. The project is budgeted for in 2017 within account 280-1852-512-81-01.  The proposed improvements have been publicly advertised and bid in conformance with City procedures.  The advertisement for bid is attached as Exhibit B.  Six conforming bids were received, publicly opened and read aloud on October 3, 2017.  The low bidder, H. Linden & Sons Sewer and Water, Inc. has successfully completed similar projects for the City in the past.  The bid tabulation and H. Linden & Sons submitted bid are attached as exhibits C and D.

 

IMPACT STATEMENT:

There will be minimal impact public as most of the work will occur on the shoulder of Eola Road with temporary lane closures possible.  The drainage improvements will allow the restored ditches to act as designed.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, two locations along the west side of Eola Road between Illinois Route 34 and McCoy Drive have been identified as requiring drainage improvements; and

 

WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and

 

WHEREAS, six conforming bids were received and read aloud on October 3, 2017 with H. Linden & Sons Sewer and Water, Inc submitting the lowest responsible bid in the amount of $65,401.00; and

 

WHEREAS, the engineering division has received approval from the Building, Grounds and Infrastructure Committee and City Council to utilize the stormwater management fund, account 280-1852-512-81-01.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with H. Linden & Sons Sewer and Water, Inc in the amount of sixty-five thousand, four hundred and one dollars and zero cents ($65,401.00).
