SUBJECT:
Seeking authorization for the City Engineer to execute an Engineering Agreement for Professional Services with CEMCON, Ltd. to complete a drainage study of the South Eola Road; Wheatlands Subdivision; Misty Creek Subdivision areas.
 
PURPOSE:
The basis for this study is to determine possible solutions for flooding issues on South Eola Road at the intersection with Barrington Drive, in the area of the Ellington Drive and Barrington Drive intersection in the Wheatlands Subdivision and the Misty Creek Subdivision area after large rainfall events.  This work will entail field surveys & investigation, expansion of previous modeling, refinement of flood routing analyses, Phase 1 design study with exhibits, engineer's preliminary opinion of probable construction costs & a narrative report and preliminary plan & profile views & details.
 
BACKGROUND:
This study originates from the rain event of April 2013 where South Eola Road at Barrington Drive and the Barrington Drive/Ellington Drive area was flooded for an extended period of time.  Pumps were operated at the downstream end of the drainage system to lower the water levels to elevations passable for vehicles.
 
This study is intended to provide various possible remedies to help reduce the time South Eola Road, an arterial street, is inundated with flooding.  Also, it will look at reducing the level of flooding for the flooding event.  This is also for the area of the Barrington Drive and Ellington Drives intersection in the Wheatlands Subdivision and the detention basin/flood routes in the Misty Creek Subdivision.
 
DISCUSSION:
CEMCON, Ltd., an engineering firm, provided a proposal to the City for Phase I design study, exhibits and report.  This proposal is attached as Exhibit 'A'.  The proposal is to provide engineering services for field work, flood modeling, preliminary plans & profiles, cost estimates and reports.
 
The amount of the contract is not to exceed $24,050.00
 
We are requesting the BGI Committee to authorize the use of funds provided in the 2015 Budget in BGI B010, Account # 280-1852-512.81-01
 
IMPACT STATEMENT:
There should be no impact on the public for the work to be done by this proposal.
 
RECOMMENDATIONS:
Please forward this resolution to the BGI Committee for their review and recommendation for approval by the City Council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, roadway flooding of South Eola Road, Barrington Drive and Ellington Drive in the Wheatlands Subdivision has occurred for extended periods of time with large rain events, and
 
WHEREAS, stormwater management facilities have overtopped for extended periods of time during large rain events in the Misty Creek Subdivision, and
 
WHEREAS, it is necessary and desirable to complete a drainage study of the area for purposes of obtaining possible solutions to these drainage issues, and
 
WHEREAS, there is a need to enter into an Engineering Agreement with CEMCON, Ltd, 2280 White Oak Circle, Suite 100, Aurora, IL 60502, for the amount, not to exceed, of $24,050.00 for professional engineering services, and
 
WHEREAS, a copy of the agreement is attached hereto and incorporate herein as Exhibit 'A', and
 
WHEREAS, the 2015 Budget, BGI B010, provides funds for this item in account # 280-1852-512.81-01 for this work.
 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Engineer is hereby authorized to execute the Engineering Agreement with CEMCON, Ltd. as set forth in Exhibit 'A' for professional services is hereby approved.
