SUBJECT:

A Resolution authorizing the Director of Purchasing to issue a change order to the existing contract with Purvis Systems Incorporated for a Fire Station Alerting System (FSAS).

 

PURPOSE:

To request additional funds necessary to complete the installation of the FSAS approved by R24-025.

 

BACKGROUND:

Resolution R24-025 approved the purchase of a FSAS from Purvis Systems Incorporated (Purvis) for installation and eight years of support services for $1,094,136.18, plus a 3% contingency.  The contingency allowed for $32,824.09 in additional expenses.  As the project nears completion, change orders have been collected and submitted for approval. 

 

Fire Stations 4, 9 and 13 were approved in 2025, after the Purvis contract was approved.  At the time of the approval of technology packages for those stations staff was requested to bring the Purvis change orders for those stations separately as they represented a change to the existing Purvis contract.

 

DISCUSSION:

The Purvis System implementation is on schedule and will go live in the 4th quarter of 2025.

 

Change orders for the Purvis System are listed below.  It is noted that 79% of the change order being requested is for the three new fire stations (4, 9, 13).

Note that Fire Station 13 is more costly than Fire Stations 4 & 9 as this is a new station.  Skeleton Purvis equipment installed at Fire Stations 4 & 9 will be moved to the new station locations when those stations are completed.

 

The purchase of Dispatch Management Consoles is necessary as the Purvis information needs to be displayed on a screen separate from the existing console screens at each station in the 911 center.

 

The Purvis System costs are eligible for reimbursement from Emergency Telephone System Board.  A budget transfer will be entered to cover these costs in account number 211-1280-419.38-12.

 

IMPACT STATEMENT:

Without the implementation of an advanced FSAS, increased system downtime, and inconsistent alerting of Fire personnel and stations will continue to occur.

 

RECOMMENDATIONS:

That the resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department uses a Fire Station Alerting System (FSAS) as the medium for the dispatcher to dispatch the call to the correct fire stations and vehicles; and

 

WHEREAS, the current FSAS solution is outdated and is prone to errors; and

 

WHEREAS, Fire Stations 4, 9 and 13 were approved after the passage of R24-025 approving the FSAS purchase; and

 

WHEREAS, additional changes were needed to insure proper messaging and communications; and

 

WHEREAS, FSAS costs are eligible for reimbursement from Emergency Telephone System Board eligible and a budget transfer will be entered to cover these costs in account number 211-1280-419.38-12.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to issue purchase orders for services described in this resolution and as more fully set forth in the contract attached hereto.
