Resolution to award a contract for the Phillips Park Water Tower Water Main Connection project for the Water Production Division.
PURPOSE:
To obtain City Council approval to award the Phillips Park Water Tower Water Main Connection project for the Water Production Division to Construction by Camco, Inc., Joliet, IL, in an amount of $147,370.00.
BACKGROUND:
The 1.5 million gallon (MG) Phillips Park Elevated Tank was constructed in 2004. At that time,
development to the south and east had not yet occurred. In 2006, development began to the east of the tank site. Within that development, a 12” water main was constructed along the north and west edges which connects to a 12” water main along Farnsworth Road. With this adjacent water main, the Phillips Park Water Tower can now be fairly easily connected to the water distribution system to the east as originally intended in 2004.
DISCUSSION:
Updated hydraulic modeling of the water main distribution system performed in 2010 identified the need to connect the existing water tower to the water main distribution system to the east of the tank site to improve water flow to the southeast portion of the City. In the adjacent development, a 12” water main was constructed which is located approximately 300 feet east of the tank which allows for a relatively easy connection to be completed.
The contract to perform the water main connection was advertised on May 10, 2015, and bids were opened on June 3, 2015. A total of five submittals were received (bid tab attached). The lowest responsive bid was submitted by Construction by Camco, Inc., (CAMCO), Joliet, IL, for $147,370.00. The total range of bids received was $147,370.00 to $198,885.00, with the three low bids being less than $2,177.10 apart. Crawford, Murphy & Tilly, Inc. (CMT), the project consultant, provided an engineer’s cost estimate of $150,000.00 for this project. The WPD believes the bids represent a fair estimate of the actual cost of work due to the excellent spread and range of bids received.
The lowest responsible bidder, CAMCO, is a contractor specializing in road, utility, and site construction projects. CAMCO has performed several projects of similar size and scope to this project, and the references provided related favorable experiences. In the attached letter dated June 4, 2015, CMT has recommended CAMCO be awarded the project.
Funding for this project is thru CIP# IC077. The 2015 City Budget provides sufficient funding to accommodate both the received bid and the related engineering services in account No. 510-4058-511-73-01.

RECOMMENDATIONS:
That the Mayor and City Council award the Phillips Park Water Tower Water Main Connection project to Construction by Camco, Inc., in an amount of $147,370.00. It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Water Production Division seeks to complete the connection of the Phillips Park Water Tower, located at 1010 S. Loucks Ave to the water main distribution system immediately east of the tank site; and
WHEREAS, bids were received and publicly opened and read on June 3, 2015 for the Phillips Park Water Tower Water Main Connection Project, and
WHEREAS, Construction by Camco, Inc., Joliet, IL is the lowest responsive, responsible bidder in the amount of $147,370.00; and
WHEREAS, funds are available in the City Budget in Account No. 510-4058-511-73-01 to complete this work (CIP# IC077);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to execute a contract with Construction by Camco, Inc., for the Phillips Park Water Tower Water Main Connection project, as bid per the contract documents, in the amount of $147,370.00.
