SUBJECT:

An Ordinance Approving Revisions to Aurora’s Comprehensive Plan for Property located at the southwest corner of Orchard Gateway and Deerpath Road in the City of Aurora, Illinois, 60506 (City of Aurora - L15-00404 / SG01/4-15.131-COMP - TV - Ward 5)  

 

PURPOSE:

The purpose of the Ordinance is to approve a revisions to Aurora's Comprehensive Plan for the property located at the southwest corner of Orchard Gateway and Deerpath Road which replaces the Office land use designation with an Office/Research/Light Industrial land use designation on the eastern portion of the Subject Property and to reconfigures the Conservation/Open Space/Recreation/Drainage land use designation for the western portion of the Subject Property.  

 

BACKGROUND:

The Subject Property is 47.66 acres located at the southwest corner of Orchard Gateway and Deerpath Road and is currently vacant with ORI(S) Office, Research, and Light Industrial zoning, which is part of the Orchard Gateway Corporate Centre Special Use Planned Development. 

 

On May 6, 2015, the Petitioner filed a Plan Description Revision and Preliminary Plan and Plat Petition for a 304,560 square foot warehouse building with the ability for a 159,800 square foot building expansion located at the southwest corner of Orchard Gateway Road and Deerpath Road.  Pursuant to that request Staff produced the attached report which takes a more comprehensive look at the southwest corner of Orchard Gateway Road and Deerpath Road.

POLICIES AND GUIDELINES :

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

 

11.0                     To guide the growth of the City in an orderly and structured manner.

 

12.0                     To plan and provide for the growth of the city through the integration of land use patterns and functions that promotes complimentary interactions between different land use components.

 

40.1(1) To attract and encourage industrial, office and office-research development to planned sites where requisite public facilities are either present or proposed.  

 

RECOMMENDATIONS:

Planning Commission recommends APPROVAL of the Ordinance Approving Revisions to Aurora’s Comprehensive Plan for Property located at the southwest corner of Orchard Gateway and Deerpath Road in the City of Aurora, Illinois 60506

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, On April 3, 1984, the Aurora City Council adopted the current Comprehensive Plan which established a general development plan for the City of Aurora and its environs, and is embodied in Ordinance No. O84-5279; and

 

WHEREAS, an Interim Land Use and Circulation Plan map amending the Comprehensive Plan from time to time was approved by the City Council by Ordinance Number O90-011 on February 6, 1990; and

 

WHEREAS, said Interim Plan was last changed as per Ordinance Number O13-075 on November 12, 2013; and

 

WHEREAS, on June 17, 2015, the Planning Commission recommended approval of the proposed revisions for the property located at the southwest corner of Orchard Gateway and Deerpath Road and that the proposed revisions be reflected on Aurora’s Comprehensive Plan as presented at said meeting; and

 

WHEREAS, on June 25, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Comprehensive Plan Revision and the aforementioned recommendations and recommended that the proposed revisions be incorporated into the official Comprehensive Plan for the City of Aurora.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, that it does hereby approve the proposed revisions and authorizes said revisions to be incorporated into Aurora’s Comprehensive Plan as detailed and presented on Exhibit “A” attached hereto and incorporated herein.
