A Resolution to Award the 2014 Street Resurfacing Project - Phase 3 to Geneva Construction Company in the Amount of $4,328,450.54
PURPOSE:
The city maintains nearly 1,300 lane miles of streets with a wearing surface life expectancy of 20 to 25 years. Following the recommendations of the city wide pavement condition study, the city plans to resurface 50 to 55 lane miles of streets annually.
BACKGROUND:
The 2014 Street Improvement Projects will include the resurfacing of 54.2 lane miles of streets, 15,000 square yards of city wide patching and 30 miles of city wide pavement striping. In December, the Resurfacing List was distributed to the Aldermen for their review and a request to add ward projects. In order to efficiently bid and administer these projects, the 2014 Projects have been divided into 3 Phases. The Engineering Department has prepared plans and specifications for the final Phase 3 Projects as noted on the attached list (Exhibit 'A'). This project will resurface 36 streets (28.2 lane miles) including the CD Block Grant, Motor Fuel Tax and Ward 7 funded projects.
DISCUSSION:
Bids for Phase 3 were opened and publicly read on May 21, 2014. The bid tabulation for the 2 bids received is attached (Exhibit 'B'). The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $4,328,450.54 which is nearly 2% less than the Engineer's Cost Estimate of $4,407,399.20. We recommend awarding the 2014 Street Resurfacing Project - Phase 3 to Geneva Construction for the unit prices submitted. The 2014 City Budget provides $1,310,451.54 in account no. 340-4460-431.73-91 (Cap A), $200,000 in account no. 340-4460-431.38-61 (Cap A), $300,000 in account no. 221-1330-801.43-02 (CDBG), $18,000 in account no. 317-4460-431.38-55 (Ward 7 funds) and $2,500,000 in account no. 203-4460-431.76-09 (MFT).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to resurface the listed city streets attached hereto and incorporated as Exhibit 'A'; and
WHEREAS, bids were received and publicly opened and read on May 21, 2014 with bid tabulation attached hereto and incorporated as Exhibit 'B'; and
WHEREAS, Geneva Construction Company, P.O. Box 998, Aurora, IL 60507 was the lowest responsible bidder in the amount of Four Million Three Hundred Twenty Eight Thousand Four Hundred Fifty and Fifty Four Cents ($4,328,450.54); and
WHEREAS, the 2014 City Budget provides $1,310,451.54 in account no. 340-4460-431.73-91 (Cap A), $200,000 in account no. 340-4460-431.38-61 (Cap A), $300,000 in account no. 221-1330-801.43-02 (CDBG), $18,000 in account no. 317-4460-431.38-55 (Ward 7 funds) and $2,500,000 in account no. 203-4460-431.76-09 (MFT).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute a contract with Geneva Construction Company for the unit prices shown within the bid as set forth in Exhibit 'B'.
