PURPOSE:

A Parking Study for 717 Fulton Street to better accommodate school bus pick-up/drop-off for child in a wheelchair. 

 

BACKGROUND:

Resident of 717 Fulton Street submitted PS # 3555842 and contacted City for parking restrictions, to better accommodate school bus pick-up/drop-off for her child in a wheelchair.  City has painted yellow curb on each side of driveway but dense parking on the block has made it difficult for her child to gain access to the school bus. Her husband has parked his car, near the driveway, to reserve space for the school bus. Resident stated it is easier to load her child onto the bus from the parkway sidewalk, just west of the driveway.  She would like to extend the parking restriction for this area in front of 717 Fulton Street. Monday through Friday bus pick-up is usually between 7:15 to 7:25 AM and drop-off is usually between 3:15 to 3:25 PM.  

 

DISCUSSION:

Staff discussed extending the parking restriction in front of the house with the resident.  Fulton Street is classified as a residential street, 30 feet wide, with parking allowed on both sides.  The roadway has new curb and gutter, new drive approaches, some new sidewalk, and new asphalt paving.  The driveway, at 717 Fulton Street, has received yellow curb marking on both sides.   

 

IMPACT STATEMENT:

Street Department for sign installation/maintenance & APD resources for enforcement. 

 

RECOMMENDATIONS:

 Staff recommends installing a NO PARKING, HERE TO DRIVEWAY, MON-FRI sign, approximately 15 feet west of the parkway sidewalk, extending out from 717 Fulton Street.  Also, recommend random, selective APD enforcement of the no parking restriction in front of 717 Fulton Street.
