Resolution for purchase of specialized training for the Aurora Police Department Special Response Team and Naperville Police Department Special Response Team for a not to exceed amount of $72,643.60.
PURPOSE:
To request authorization from the Aurora City Council to move forward with scheduling of and payment for specialized training for the Aurora Police Department Special Response Team and Naperville Police Department Special Response Team, as outlined in the Complex Coordinated Terrorist Attacks grant awarded by the U.S. Department of Homeland Security.
BACKGROUND:
The Cities of Aurora and Naperville have been awarded a joint grant by the U.S. Department of Homeland Security. The purpose of the grant is to assist recipients in the development and implementation of a plan to prepare for and respond to Complex Coordinated Terrorist Attacks, which includes police and fire, other government services, critical infrastructure, and whole community partners. The grant is scheduled as a three year project that will culminate in the summer of 2020 with a large exercise. The Special Response Teams from the Aurora and Naperville Police Departments are included in the preparation and response for these types of incidents. Specifically, the grant outlines one week of joint training during 2019 calendar year. The two teams have discussed and researched various trainings for the 2019 joint training and have concluded that Global Assets Integrated LLC would be best suited to deliver the necessary training. This proposal was brought before the Oversight Committee on 11JUN19 and it was approved to move forward.
DISCUSSION:
The Aurora and Naperville Special Response Teams are depended on to bring a safe resolution to potentially life-threatening situations and would ultimately be called on in the event of Complex Coordinated Terrorist Attacks were to occur in either jurisdiction or any of the contiguous communities. As a result of this, the two Special Response Teams need to develop and implement common core tactics to be prepared should the need to operate jointly occur. The leadership from the two teams has therefore explored consultants/trainers best suited to evaluate the teams and assist in the development and training of common core tactics for Complex Coordinated Terrorist Attacks, as well as all types of tactical operations the teams perform.
Global Assets Integrated LLC was selected as the consultants/trainers for this mission. The Global Assets Integrated LLC training cadre is comprised of experienced special operations personnel and law enforcement personnel with superior tactical operations experience. The lead trainer Avner Klein is a highly experienced and recommended trainer for law enforcement throughout the country. Mr. Klein has prepared a comprehensive training plan for the two Special Response Teams, which includes (but is not limited to) team evaluations, response to dynamic terrorist attacks, tactical operations for law enforcement during counter-terror operations, mission planning, mitigation of person and vehicle borne explosives, debriefs of terrorist engagements, and coordination between elements of the two teams. The cost of this training is $29,800.00.
The training will have to take place at a location capable of meeting all of the objectives set forth in the training plan. The Site, located in Mount Carroll, IL, is the closest location capable of hosting this training with all of the necessary amenities. The site is within driving distance and therefore travel costs will be kept to a minimum and all of the necessary team equipment will be able to be brought with. However, due to the 2 ½ hour drive time, the two teams would be lodged on site. The training facility includes a 600 yard range, multiple pistol/carbine ranges, a live-fire shoot house, a two story simulation house, jungle walk, classrooms, and lodge located on 129 acres. The cost of the facility rental and lodging is $31,377.60.
The Site is managed by Jim Kauber. Mr. Kauber is a retired Master Chief from the U.S. Navy SEAL Teams. During his time in the military, Mr. Kauber was a sniper and is currently a highly respected sniper/precision rifle instructor. While the two Special Response Teams are at the Site, the leadership of the two teams would like to contract Mr. Kauber to instruct our snipers for eight hours of time. The cost of this training is $600.00
The estimated UTM simmunition costs for the week long training are $3,866.00. That figure is based on approximately number of training marking cartridges noted in training plan provided by Global Assets Integrated LLC.
Additionally, the leadership of the two teams would like to spend approximately $7,000.00 on simulated grenades (noise flash diversionary devices) and smoke grenades to add realism to the training environment.
The monies for this project, totaling $72,643.60, will be reimbursed by the funds supplied by the grant and should be paid from account 101-3038-429.50-50, the 2019 Budget for account 101-3038-429.50-50 is $891,800.00.
IMPACT STATEMENT:
If this project is not approved it will have a detrimental impact on the joint capabilities of the Aurora and Naperville Special Response Teams and ultimately the safety of the communities served by the Aurora Police Department and Naperville Police Department.
RECOMMENDATIONS:
I am recommending that the City Council authorize the release of funds for procurement of specialized training for the Aurora Police Department Special Response Team and Naperville Police Department Special Response Team

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
