Requesting the approval to purchase a used 2006 John Deere 9220 agricultural tractor for the Aurora Municipal Airport from RDO Equipment, as a sole source, for $125,870.00.
PURPOSE:
To assure that the Aurora Municipal Airport equipment is in good condition to maintain the runways, taxing, and parking surfaces during snow operations.
BACKGROUND:
The Aurora Municipal Airport operates one John Deere agricultural tractor and one CAT 950K wheel loader to clear the snow from the runways, taxing and parking surfaces.
The 2012 CAT 950K wheel loader was purchase used in 2016 for $180,500.00 to replace a Case tractor. At that time, it was thought that the CAT wheel loader would be more versatile for snow removal and other emergency situations especially those outside the airport for general snow removal operations in the case of a major winter event. After using the wheel loader in many snow events, at the airport, it has been proven that the wheel loader can't push snow as efficiently as an agriculture tractor. These tractors are designed to pull or push whereas a wheel loader is designed to lift heavy loads. Since the lifting capabilities are not needed at the airport, and that we haven’t used the loader in general city snow operations, the equipment is underutilized, but as noted below still has a lot of value in trade-in. Patten Tractor, the regional CAT dealer, has offered a trade-in allowance of $180,000 for this 2012 CAT 950K wheel loader for a future CAT purchase. This future purchase has already been specified and will be coming to City Council in the near future.
DISCUSSION:
RDO Equipment, located at 3510 12th Avenue, Moorhead, MN has a used 2006 John Deere 9220 agricultural tractor with 4,456 hours for sale. Their quote for this unit includes a 3-point hitch plus delivery in the amount of $125,870.00.
The purchase of this used John Deere 9220 tractor will provide the Aurora Municipal Airport with a dependable and efficient tractor for their snow operations for many years to come. Agricultural tractors can have upwards of 10,000 hours and 35 years before considered obsolete.
Account 504-1810-433.74-48 has $183,000 budgeted in their replacement account. The purchase of a used agriculture tractor will provide a fund balance so that a used dump truck can also be purchased. These two purchases of used equipment provides quality equipment at very affordable cost.
IMPACT STATEMENT:
The purchase of this used John Deere tractor will have no impact on other departments.
RECOMMENDATIONS:
Request the approval to purchase a used 2006 John Deere 9220 agricultural tractor for the Aurora Municipal Airport from RDO Equipment, as a sole source, for $125,870.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Municipal Airport operates one John Deere agricultural tractor and one CAT 950K wheel loader to clear the snow from the runways, taxing and parking surfaces, and
WHEREAS, RDO Equipment, located at 3510 12th Avenue, Moorhead, MN has a used 2006 John Deere 9220 agricultural tractor with 4,456 hours for sale. Their quote for this unit includes a 3-point hitch plus delivery in the amount of $125,870.00, and
WHEREAS, The purchase of this used John Deere 9220 tractor will provide the Aurora Airport with a dependable and efficient tractor for their snow operations, and
WHEREAS, Account 504-1810-433.74-48 has $183,000 budgeted in their replacement account
WHEREAS; pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of a used 2006 John Deere 9220 agricultural tractor for the Aurora Municipal Airport from RDO Equipment, as a sole source, for $125,870.00
