A resolution to allow the Director of Procurement to execute a contract with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of $83,000.00 for the Pearl Street Sanitary Sewer Replacement project in Ward 4. See the attached Exhibit A for a location map.
PURPOSE:
To execute a contract with Swallow Construction Corporation to replace an existing sanitary sewer at this location, consisting of the installation of 210 of sanitary sewer and 250 feet of sanitary services.
BACKGROUND:
The sanitary sewer located from Pearl Street to Melrose Avenue situated on the lot line between 1202 and 1204 Pearl Street has been repaired several times in the past and will require several more repairs in the near future if not replaced. This existing sewer is almost flat which also causes solids to build up leading to regular cleaning. The proposed replacement sewer is to be constructed with a greater slope that will eliminate the need for regular cleaning but will require partial replacement of the three upstream sanitary services. This project was advertised publicly and the bids were received, opened, and read aloud on April 12th, 2017. A copy of the advertisement is included as Exhibit B. A tabulation of the eight bids received is included as Exhibit C. A copy of the low bid from the Swallow Construction Corporation is included as Exhibit D.
DISCUSSION:
This project will benefit the residents whose sanitary services are tributary to the sanitary sewer to be replaced. This project is budgeted for in 2017 in account 510-4063-511-73-14 (CIP IB018). The low bidder, Swallow Construction Corporation, has successfully completed similar projects for the City in the past.
IMPACT STATEMENT:
During construction, the cul-de-sac on Pearl Street will be inaccessible during working hours which will require residents to park on adjacent streets. All driveways will be accessible at the end of the working day unless concrete replacement is required which will take several days to cure. Residents will be notified of any temporary access restrictions.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, this section of sanitary sewer on Pearl Street is in need of replacement; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, eight conforming bids were received and read aloud on April 12th, 2017, with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 submitting the lowest responsible bid in the amount of $83,000.00; and
WHEREAS, the 2017 budget includes this project in account number 510-4063-511-73-14 (CIP IB018).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with Swallow Construction Corporation in the amount of Eighty-three thousand dollars and zero cents ($83,000.00) for the Pearl Street Sanitary Sewer Replacement project is hereby approved.
