Resolution to Award a Contract to H. Linden and Sons Sewer and Water, Inc. for the Woodlawn Avenue, Prairie Street, and Highland Avenue Storm Sewer Improvements.
PURPOSE:
To award the above referenced project.
BACKGROUND:
The installation of this storm sewer is part of the City's overall plan to de-combine the sewer system.
DISCUSSION:
On June 25, 2014, seven (7) bids were received and publicly read aloud. The low bid was submitted by H. Linden and Sons in the amount of two million two hundred twelve thousand nine hundred fifty-six dollars and no cents ($2,212,956.00). The work performed under this contract will take place in 2014 and 2015.
The 2014 CIP has budgeted funds for this work within project B031 account numbers as follows:
510-4077-511.73-09 - $595,113.56 (Budget transfer in process)
510-4063-511.73-09 - $442,921.97
281-1856-512.73-09 - $597,853.00
Total from 2014 Budget - $1,635,888.53
The proposed 2015 CIP has budgeted funds for the remaining $577,067.47 in CIP project B031 in account no. 281-1856-512.73-09 (LTCP Fund).
IMPACT STATEMENT:
The installation of this storm sewer will help to alleviate sewer back-ups into residential basements, combined sewer overflows into the Fox River, and street flooding.
RECOMMENDATIONS:
We respectfully request this resolution be forwarded on to the BGI Committee for their review and approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, seven (7) bids were received, publicly opened and read aloud on June 25, 2014 for the Woodlawn Avenue, Prairie Street, and Highland Avenue Storm Sewer Improvements; and
WHEREAS, H. Linden and Sons Sewer and Water, Inc. of 722 E. South Street, Unit D, Plano, IL. 60545 was the low bidder having bid two million two hundred twelve thousand nine hundred and fifty-six dollars and no cents (2,212,956.00), bid tabulation is attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, funding has been provided in the 2014 CIP within project B031 account numbers 510-4077-511.73-09, 510-4063-511.73-09, and 281-1856-512.73-09; and
WHEREAS, budgetary authority for the portion of the work to take place in 2015 has been requested in the 2015 City Budget in account no. 281-1856-512.73-09 (LTCP Fund).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing be and is hereby authorized to enter into a contract with H. Linden and Sons Sewer and Water, Inc. of 722 E. South Street, Unit D, Plano, IL. 60545 for the Woodlawn Avenue, Prairie Street, and Highland Avenue Storm Sewer Improvements as per the bid tabulation contained herein as Exhibit "A".
