A Resolution appointing and reappointing At-Large members representing Aurora to the Aurora Area Convention and Visitors Bureau Board (AACVB) and the reappointment of the Municipal Representative to the Aurora Area Convention and Visitors Bureau Board (AAVCB).
BACKGROUND:
In 2013, the City of Aurora entered into a new intergovernmental agreement with the AACVB, which allowed for Aurora to appoint a total of fifty (50%) of the at-large members board. Each participating municipality was also able to appoint a representative. The Mayor of Aurora submitted a letter nominating appointees for the at-large positions that represented various entities related to the tourism for a term of one year, municipal representatives were provided three year terms.
Following the revision in 2013, the AACVB and the City of Aurora re-authorized the agreement in 2015 and again 2016. One of the terms of the revised agreement requested by the Aurora City Council was to formalize the appointment process by the Mayor nominating and the Council voting to approve.
DISCUSSION:
The City of Aurora has one (1) municipal representative and ten (10) at-large appointments on the board. The current municipal representative is Alderman Donnell. The nominees for the at-large appointments and municipal representative are as follows:
• Dr. Jamal Scott, At-Large
• Patrick Ruffolo, At-Large
• Joe Henning, At-Large
• Christine Goerlich Weber, At-Large
• Peter Aguilar, At-Large
• Bill Donnell, Municipal Representative
RECOMMENDATION:
It is recommended the City Council approve the recommended appointments and reappointments to the Aurora Area Convention and Visitors Bureau.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the AACVB Board is in need of new members; and
WHEREAS, it is the Mayor's desire that the recommended candidates be appointed and reappointed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, hereby approve the appointments of Dr. Jamal Scott and Patrick Ruffolo as At-Large Representatives, the reappointments of Joe Henning, Christine Goerlich Weber and Peter Aguilar as At-Large Representatives and Bill Donnell as Municipal Representative to the Aurora Area Convention and Visitors Bureau Board.
BE IT FURTHER RESOLVED that the terms of Dr. Jamal Scott, Patrick Ruffolo, Joe Henning, Christine Goerlich Weber and Peter Aguilar shall expire on July 30, 2020, and the term of Bill Donnell shall expire on July 30, 2021 however, in any event, they shall continue to serve until their respective replacements has been approved by the Council.
