A Resolution Approving a Revision to the Final Plan on Lot 1, Unit 4 of Fox Valley East Region I Subdivision for a Final Plan Revision on 1.186 acres for parking lot modifications located at 4461 Fox Valley Center Drive, Aurora, Illinois 60504 (JP Morgan Chase Bank - 14-00466 / NA21/4-13.441-Fpn/R - ES - Ward 10)
PURPOSE:
The Petitioner, JP Morgan Chase Bank, has submitted a Final Plan Revision application for the property located at 4461 Fox Valley Center
BACKGROUND:
This is located along the Rt. 59 Commercial Corridor adjacent to the Fox Valley Mall.
DISCUSSION:
Chase Bank is proposing a reconfiguration of their current parking lot. This will include an addition of 4 spaces (42 to 46), and a bypass lane around the existing drive thru lanes. Additional landscaping will be provided. The setback of the bypass lane will be at 27' adjacent to the Rt. 59 ROW, within the allowed 10% reduction of the standard 30'. This proposed parking lot modification will provide for additional parking in a better configuration, a bypass lane, and additional landscaping.
IMPACT STATEMENT:
This will allow for additional employees at this site and improve the City's overall tax base and should have no impact on City of Aurora services.
RECOMMENDATIONS:
ZBA recommended Approval of the Final Plan Revision with the following condition:
1) That additional shrubs be planted along the east side of the expanded parking lot to act as a hedgerow.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS by petition dated June 10, 2014, JP Morgan Chase Bank filed with the City of Aurora requesting a Final Plan Revision on 1.186 acres for parking lot modifications located at 4461 Fox Valley Center Drive for the 4 Fox Valley East Region I Subdivision as described on Exhibit "A" attached hereto; and
WHEREAS, said Final Plan Revision was duly referred on June 17, 2014, by the Aurora City Clerk to the Aurora City Council, who, in turn, referred said Final Plan Revision to the Aurora Planning Council and Aurora Planning Commission for study and recommendation, and to the Planning and Development Committee of the Aurora City Council for final decision; and
WHEREAS, said Final Plan Revision has been determined to be in substantial conformance with the Aurora Municipal Code, Chapter 43 entitled "The Aurora Subdivision Control Ordinance" and with the "Aurora Zoning Ordinance" Number 3100 Sec. 10.7; and
WHEREAS, on July 8, 2014, the Aurora Planning Council recommended that said Final Plan Revision be moved Forward for consideration; and
WHEREAS, on July 16, 2014, the Aurora Planning Commission reviewed said Final Plan Revision and recommended Conditional Approval of said petition; and
WHEREAS, on July 24, 2014, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and before mentioned recommendations and recommended Conditional Approval of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution hereby grants Conditional Approval of said Final Plan Revision with the following conditions:
1) That additional shrubs be planted along the east side of the expanded parking lot to act as a hedgerow.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan Revision as described on Exhibit "A" along with any dedications deemed necessary by the Aurora City Engineer.
