SUBJECT:
A resolution to award a Contract to Len Cox & Sons Excavating of 1203 Theodore Street, Crest Hill, IL 60403 for the Lake St. Sewer Separation Project in the amount of $1,220,677.50.  
 
PURPOSE:
The Lake St. Sewer Separation project disconnects existing surface drainage from the combined sewer to a dedicated storm sewer.  Additional capacity has been provided in consideration of future redevelopment.  The project limits are from Downer Place south towards the mid-block between Cross St. and Gale St. The project is connected with the two-way Lake St. and River St. conversion.  The opportunity to direct surface drainage to a dedicated storm sewer system prior to the two-way conversion will reduce future disruptions to traffic patterns. This project meets part of the City of Aurora's objectives in the combined sewer overflow Long Term Control Plan.
 
BACKGROUND:
The two-way conversion of Lake St. and River St. provides an opportunity to combine traffic disruptions into one construction season by including the storm sewer installation proposed by the Lake St. Sewer Separation project.  Lake St. is an Illinois State Route (IL-31) and disconnecting surface drainage to dedicated storm sewers meets the objectives set forth in the City of Aurora's combined sewer overflow Long Term Control Plan.  Plans were advertised for bid January 14, 2015, with a bid opening January 28, 2015.  Len Cox & Sons Excavating submitted the lowest responsible bid at $1,220,677.50.  Time constraints associated with the project to avoid interferences with the Public Library opening require a March 9th start date, with a May 15th date to be finished with construction activities between Benton St. and Cross St.
 
DISCUSSION:
The Lake St. Sewer Separation project will reduced the frequency of combined sewer overflows and potential basement back-ups in this area while meeting the objects in the City of Aurora's Long Term Control Plan.  The project is anticipated to be funded through Project B031 Account 281-1856-512-7309.  Of the five bids submitted, Len Cox & Sons Excavating submitted the lowest responsible bid of one million, two hundred twenty thousand, six hundred seventy seven dollars and fifty cents ($1,220, 667.50).
 
 
IMPACT STATEMENT:
The Lake St. Sewer Separation project will close one travel lane and eliminate on-street parking between Downer Place and Gale St.  Businesses along this corridor will maintain access to Lake St., especially during business hours.  The Benton St. and Downer Place intersections will require temporary closure as part of the work, which will require temporary detour routes.
 
Arrangements with a construction management consultant are in process for this project.  This will reduce the workload burden on the Engineering staff.
 
Construction activities along the Public Library frontage, between Benton and Cross, shall be completed by May 15th to reduce disturbances to the library opening.
 
RECOMMENDATIONS:
I request authorization for the Director of Purchasing to enter into an agreement with Len Cox & Sons Excavating of 1203 Theodore St. in Crest Hill, IL 60403 for construction of the Lake St. Sewer Separation project in the amount of one million two hundred twenty thousand six hundred seventy seven dollars and fifty cents ($1,220,677.50).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Len Cox & Sons Excavating submitted the lowest responsible bid of five bidders; and
 
WHEREAS, the Lake St. Sewer Separation project meets the City of Aurora's objectives in the combined sewer overflow Long Term Control Plan; and
 
WHEREAS, Project B031 Account 281-1856-512-7309 has sufficient funds budgeted for the project; and
 
WHEREAS, the Lake St. Sewer Separation project is a part of the Lake St. two-way conversion project.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Len Cox & Sons Excavating be awarded the construction of the Lake St. Sewer Separation project for the contract amount of one million two hundred twenty thousand six hundred seventy seven dollars and fifty cents ($1,220,677.50).
