A resolution authorizing the Director of Purchasing to enter into an agreement with Geneva Construction Company, PO Box 998, Aurora, IL 60507 in the amount of $299,755.00 for the Downer Place and Water Street Improvements in Ward 2.
PURPOSE:
To enter into an agreement to allow for various improvements along Downer Place, Water Street and Benton Street, including vault filling, sidewalk and ADA improvements and roadway resurfacing.
BACKGROUND:
There are several recent and ongoing projects on and around Water Street, Downer Place and Benton Street, including the Water Street Mall Improvements, 77 S. Broadway Renovations, and the Demolition of 65 S. Water Street. The improvements in this area have increased parking availability and there are now greater opportunities for downtown activities and increased pedestrian traffic in this area. In addition to the ADA improvements, this project will greatly increase the aesthetics in the area and various geometric modifications will provide for more efficient snow removal operations to further improve safety and accessibility.
Also included in this project, the vault at 57 E. Downer (southeast corner of Downer Place and Water Street) will be filled as a part of the ongoing vault filling program in the City. Many buildings in the downtown have basements that extend under the public sidewalk, many of which have been filled over time. Each year, funds are obligated for vault filling these projects and the City works with building owners to identify candidates for the program. Additionally, after this vault is filled, the new sidewalk can be constructed to meet the proper ADA guidelines.
Lastly, the section of Downer Places from the east end of the East Downer Bridge will be resurfaced easterly to the intersection with IL Route 25 (Broadway).
DISCUSSION:
Bids for the Downer and Water Street Improvements Renovation were received and read aloud at 11:00 a.m. on September 4, 2018. Four qualifying bids were received, of which the lowest responsible bid of $299,755.00 was submitted by Geneva Construction Company, PO Box 998, Aurora, IL 60507. This Contract will be funded by the vault filling account (231-1830-465-38-18) which has a 2018 budget of $75,000, of which $37,700 is currently available for, and dedicated to, this contract. The remaining $262,055 will come from the resurfacing account (340-4460-431-73-91) which has a 2018 budget of $1,410,000 and an available budget of $600,000.
IMPACT STATEMENT:
Various lane closures are to be anticipated during construction; one-way roads with flaggers will be utilized during the construction hours and all lanes open at the end of the day. Sidewalk closures will also be required throughout the duration of the contract.
RECOMMENDATIONS:
I request the proposed resolution to be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the project was advertised publicly and later opened and read aloud at 11:00 a.m. on September 4, 2018; and
WHEREAS, Four bids for the Downer Place and Water Street Improvements were received (Exhibit B); and
WHEREAS Geneva Construction Company, PO Box 998, Aurora, IL 60507 was the low bidder in the amount of $299,755.00 (Exhibit A); and
WHEREAS, funding will be provided from account #’s 340-4460-431-73-91 and 231-1830-465-38-18; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is authorized to enter into an agreement with Geneva Construction Company, PO Box 998, Aurora, IL 60507 in the amount of $299,755.00 for the Downer Place and Water Street Improvements.
