A resolution to approve the updating of the Aurora Police Departments IBW Latent Workstation by NEC Corporation of America, 3929 W John Carpenter Freeway, Irving, Texas, recommended to the Finance Committee on February 27, 2018.
PURPOSE:
To purchase the items need to update the latent workstation in the Aurora Police Dept. Evidence Unit. This update is essential to continue the operations of the latent fingerprint processing.
BACKGROUND:
The latent workstations currently being used are owned the State. They are upgrading their system and will no longer support our current system. The State will not be providing us with a new NEC workstation after the AFIS upgrade (The State purchased the current workstation for us and at that time we were informed that we would be responsible for future computer upgrades). Our current workstation must be returned to State.
DISCUSSION:
Latent print processing is a routine task handled the latent print examiners. With the information that our current system will no longer be supported we need to update our workstations. Upon authorization to update we would purchase the IBW Latent Workstation being:
(1) IBW Desktop Workstation with (2) Widescreen, 24" Viewable Monitors
(1) Latent Digital Camera with 50mm Macro Lens and Stand
(1) Flatbed Scanner
(1) B&W Laser Printer
NEC Software Licenses Including:
(1) NEC Latent IBW 5 Workstation License (Finger and Palm)
Third Party Software Including Aware Software License
Integration & Installation
Annual Maintenance Support $5790
Two Day Onsite Training
Shipping and Handling
Total cost: $50,580.00 this includes the annual maintenance cost which will be $5790 annually thereafter.
Pricing quote was received from NEC Corporation of America. The State has also contracted with NEC to allow any agency who meets CJIS security addendum criteria to connect and search the FBI using a web based service designed to accept NGI latent submissions. Usage of the FBI’s system will be simple if we purchase ABIS and the workstation. If we do not, we will be able to run NGI searches through the internet, but will need robust IT support with intense planning in order to set it up.
Planning for this upgrade has been made with coordination from current IT staff. Funding for this purchase has been budgeted from the following accounts: 101.1380.419.3234 ($5300), 101.1380.419.3811 ($5800), and 101.1380.419.6411 ($39500) .
IMPACT STATEMENT:
This purchase is vital to continue operations of the Aurora Police Department. As previously stated; our current system will no longer be supported and will be returned to the State Police.
RECOMMENDATIONS:
I recommend the Finance Committee approve the purchase of the IBW Latent Workstation for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Police Department desires to purchase the IBW Latent workstation for continued operational needs, and:
WHEREAS, the pricing for the IBW Workstation was received through the NEC Corporation of America, the system supported by the State Police, and
WHEREAS, this project has been budgeted in account 101.1380.419.3234 ($5300), 101.1380.419.3811 ($5800), and 101.1380.419.6411 ($39500)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby approve the purchase of the IBW Latent Workstation and annual maintenance support, through NEC Corporation of America for the Aurora Police Department.
