SUBJECT:

Ordinance Amending Article II of Chapter 2, of the Aurora Code of Ordinances Entitled, "Administration" (Aldermanic Compensation) Amended as Follows: 2.5% Increase Per Year for Four Years Following the Election on April, 2019  

 

PURPOSE:

Every four years, the Council evaluates the salaries for Elected Officials in the city including the Aldermen and Mayor. Input from various sources, including the Chamber are considered. The evaluation is based on the compensation of similar cities, towns and other elected positions.  

 

BACKGROUND:

The Special Compensation Committee met on July 19, 2016 and August 2, 2017 to review salary and percentage information for elected officials, the City of Aurora Executive Pay Plan, City of Aurora Code of Ordinance for Aldermen compensation and benefits and the City of Aurora Code of Ordinance for Mayor's salary. At this meeting additional information was requested from the Human Resources Department and well as the Aurora Chamber of Commerce. 

 

DISCUSSION:

The Compensation Committee will either accept, deny or amend the recommendation. 

 

RECOMMENDATIONS:

Recommend 2.5 % Compensation Increase Per Year for Four Years Following the Election in April, 2019

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Special Compensation Committee of the City Council, having reviewed all information presented, recommends that there be a two and one-half percent (2.5%) increase in compensation per year.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, that Chapter 2, Article II, Section 2-59 of the Aurora Code of Ordinances be amended as follows:. 

 

Sec. 2-59. Compensation.

 

(a)                     Aldermen shall devote so much of their time to the duties of their office as a faithful and efficient discharge thereof may require. The job of alderman shall be considered to be a part-time position. The annual salary of each alderman shall be in the amounts shown below, and commencing May 1, 2003 shall further include an amount of seventy-five ($75.00) for attending as a voting member each meeting of any standing committee of which the alderman is a member or alternate, and commencing May 1, 2007 shall further include an amount of seventy-five dollars ($75.00) for attending each meeting of the city council, including the committee of the whole and any special meetings of the city council.

 

                     (1)                     May 1, 2012, through April 30, 2013, seventeen thousand seven hundred and seventy-one dollars ($17,771.00), plus expenses.

 

                     (2)                     May 1, 2013, through April 30, 2015, eighteen thousand three hundred and four dollars ($18,304.00), plus expenses.

 

                     (3)                     May 1, 2015, through April 30, 2016, eighteen thousand and seven hundred and sixty-two dollars ($18,762.00), plus expenses.

 

                     (41)                     May 1, 2016, through April 30, 2017, nineteen thousand two hundred and thirty-one dollars ($19,231.00), plus expenses.

 

                     (52)                     May 1, 2017, through April 30, 2018, nineteen thousand seven hundred and eleven dollars ($19,711.00), plus expenses.

 

                     (63)                     May 1, 2018, and thereafter through April 30, 2019, twenty thousand two hundred and four dollars ($20,204.00), plus expenses.

 

                     (4)                     May 1, 2019, through April 30, 2020, twenty thousand seven hundred and nine dollars ($20,709.00), plus expenses.

 

                     (5)                     May 1, 2020, through April 30, 2021, twenty-one thousand two hundred twenty-seven dollars ($21,227.00), plus expenses.

 

                     (6)                     May 1, 2021, through April 30, 2022, twenty-one thousand seven hundred fifty-eight dollars ($21,758.00), plus expenses.

 

                     (7)                     May 1, 2022, and thereafter, twenty-two thousand three hundred and two dollars ($22,302.00), plus expenses.

 

Compensation recommendations for the future shall be reviewed by the council and completed no later than August 31, 201620.
