SUBJECT:

A Resolution to accept the bid from Enterprise Leasing of Chicago, 1050 N Lombard Rd, Lombard, Illinois for a three year vehicle rental agreement for the Aurora Police Department, to be recommended to the Finance Committee on May 24, 2016.

 

PURPOSE:

To secure the service of Enterprise Leasing of Chicago to provide rental vehicles to the Aurora Police Department. These vehicles would be essential for use in undercover investigations and not having them would prevent effective gang and drug related operations.

 

BACKGROUND:

The Aurora Police Department has the responsibility to respond to a number of criminal offenses; some of which include Gang Activity, Illegal Narcotics Sales, Prostitution and Burglaries, to name a few. One proactive measure is to conduct operations utilizing undercover and unmarked vehicles in an attempted to catch criminals engaged in these types of criminal activities. Using rental vehicles in this capacity gives the Aurora Police Department Personnel the advantage of operating within the location of potential, crime ridden neighborhoods without being easily detected. Historically the Aurora Police Department has used rental vehicles in this capacity. In 2012 the Finance Committee approved a bid from Hertz Rental Company to rent 8 vehicles for the Aurora Police Department, this contract expired in March 2015 which is the reason why new bids were received and opened on April 13, 2016.

 

DISCUSSION:

The use of undercover / unmarked police vehicles are an essential part of policing crime ridden locations and neighborhoods within the City of Aurora:

 

The funds for these rental vehicles are drawn out of account 217-3536-421.39-03 which currently has enough funds to cover the expense required to pay for rental cars. An Invitation to Bid (16-17) was posted and bids were received from Enterprise Leasing of Chicago and Hertz Local Edition; based on the Bid Tabulation, Enterprise Leasing of Chicago was the lowest responsible bid in all but one category. The decision was therefore made to request the acceptance of the bid from Enterprise Leasing of Chicago. The contract will be for the rental of approximately eight vehicles a 3 year contract term.

 

IMPACT STATEMENT:

The impact of having these rental vehicles is a more effective and efficient ability to police the City of Aurora and help prevent criminal activity through undercover operations and investigations. At this time there are no increased costs to the Aurora Police Department or the City, with the exception of fuel as the contract would cover maintenance costs of the vehicles.

 

RECOMMENDATIONS:

I recommend that the Finance Committee approve Enterprise Leasing of Chicago as a third party vendor to provide up to eight rental vehicles to the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Police Department desires to rent approximately 8 vehicles for responding to a multitude of issues that arise in the community as well as conduct undercover operations; and

 

WHEREAS, this project was bid and publically open with Enterprise Leasing of Chicago, Lombard, Illinois submitted the most responsible bid for a three year vehicle rental agreement; and

 

WHEREAS, the necessary funds have been budgeted to pay for these rental vehicles from the Aurora Police Department account 217-3536-421.39-03.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby accept the bid from Enterprise Leasing of Chicago, Lombard, Illinois for a three year rental agreement for the Aurora Police Department and does hereby further authorize the director of purchasing to issue the necessary orders to implement purchase of the same.
