A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics; a not-to-exceed consultant agreement for Design Phase Engineering Services with Crawford, Murphy & Tilly in the amount of $55,300; and a not-to-exceed consultant agreement for Construction Phase Engineering Services in the amount of $114,600. All for the Airfield Pavement Rehabilitation Phase 4 Project (ARR-4785).
PURPOSE:
To obtain approval to enter into design and construction phase consultant agreements with Crawford, Murphy and Tilly as well as an agency agreement with the Illinois Department of Transportation Division of Aeronautics.
BACKGROUND:
Each fall the airport meets with the State Division of Aeronautics to prioritize its projects. This meeting is commonly referred to as the TIPs (Transportation Improvement Program) meeting.
As a result of this meeting, this project was selected by the State of Illinois to be funded as shown on the attached Program Letter.
DISCUSSION:
The total cost of this project is estimated to be $1,000,000. Our local share is five percent or $50,000. Regardless of the not-to-exceed amounts of the design and the construction consultant agreements, the maximum outlay of this project will be $50,000
Funds for this project have been set aside in our budget under CIP project D053 in account No. 504-1810-433.73-25.
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.
RECOMMENDATIONS:
We respectfully request that you forward these agreements to the Committee of the Whole for its review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport: and
WHEREAS, the City of Aurora desires to rehabilitate the airfield pavement; and
WHEREAS, the Airfield Pavement Rehabilitation, Phase 4 Project will be funded with Federal, State and Local funds with the City of Aurora's share being $50,000; and
WHEREAS, the City's budget provides funding for this project under CIP D053 in account no. 504-1810-433.73-25.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the Agency Agreement with the State of Illinois and the not-to-exceed Design Phase Engineering Services Agreement in the amount of $55,300 and the not-to-exceed Construction Phase Engineering Services Agreement in the amount of $114,600 with Crawford, Murphy and Tilly for the Airfield Pavement Rehabilitation Phase 4 Project.
