SUBJECT:

A Resolution authorizing the purchase of a Utility Task Vehicle (UTV) with patient compartment from Alternative Support Apparatus LLC. for $61,485.

 

PURPOSE:

To ensure that the Aurora Fire Department has adequate equipment to perform their duties.

 

BACKGROUND:

This vehicle is to be used as a supplemental response / transport vehicle at large-scale events and mass gatherings of people.  The small size of this vehicle allows it to be more maneuverable than a full-size ambulance, providing greater access through crowds.  The rugged design allows for greater operability in off-road and rough terrain rescue or disaster scenarios, providing access to areas that would otherwise be inaccessible to an ambulance.  The design and layout of the patient care area of this vehicle provides improved function and safety for the paramedic as he/she provides care for the patient as they are moved to an ambulance for transport from the scene. Though this vehicle complies with DOT regulations and is capable of being driven on roadways, this is supplemental to providing rescue / EMS care in specific situations and is not a replacement for an ambulance. 

 

DISCUSSION:

The City published the bid opportunity (#25-201)on September 2, 2025 with only one response received on September 25, 2025. 

 

Alternative Support Apparatus LLC, located in Midvale, Ohio is the lowest and responsive bidder

 

The proposed UTV is an approved 2025 decision package.

 

Funding will be drawn from Account 255-3033-422.63-51.

 

Alternative Support Apparatus LLC has no outstanding debt with the city.

RECOMMENDATIONS:

That the City Council adopts a resolution to purchase a Utility Task Vehicle for the Aurora Fire Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the small size of this Utility Task Vehicle is more maneuverable than a full-size ambulance, providing greater access through crowds; and

 

WHEREAS, the rugged design allows for greater operability in off-road and rough terrain rescue or disaster scenarios, providing access to areas that would otherwise be inaccessible to an ambulance; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council adopts a resolution authorizing the purchase of a Utility Task Vehicle (UTV) with patient compartment from Alternative Support Apparatus LLC. for $61,485 which is hereto and made a part hereof and the Director of Purchasing shall issue the necessary order.
